Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 8, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 5, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board; Larry Klumpp, Kay County OSU Extension Agent; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of November 1, 2010, and special meeting minutes of November 4, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jessica McConnell, Oklahoma Employees Credit Union, Business Development, spoke of updates and basic issues of what is happening and being offered through the Credit Union.

 

Tiffany Davis, Oklahoma Court Services presented a picture board illustrating defendant’s projects for the month.  Davis said group worked at the Humane Society cleaning cages, walking animals, etc.  She said in December they will go to Bridgeway and help with YMCA.

 

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 125 (there was no paper report). 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said fly ash is being put on Traders Bend for Dist#1 & 2 and continue hauling dirt. 

 

Motion was made by Austin and seconded by Wilson approving Resolution #10, 11-72, concerning Bridge Inspection Responsibility by Local Government for Compliance with National Bridge Inspection Standards, Bridge Inspection Contracts for April 2011 to March 2013, D#1, 2 & 3 (corrected from Agenda that read only D#1) and selecting CED#8 as the Bridge Inspector.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Kay County Monthly Reports for October 2010:  Treasurer; Sheriff General.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment: Res#10, 11-73, Treasurer, calculators (2), junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation Highway-$52.06; D#1-$17.35; D#2-$17.36; D#3-$17.35; County Clerk Lien Fee-$3,068.75; Preservation Fee-$4,975.00; Treasurer’s Mortgage Certification-$595.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations:  Highway D#1 Traders Bend Road FY10-11-$15,440.68 to Capital Outlay.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

The BOCC acknowledged the resignation letter from Excise/Equalization Board Member Floyd Harden; effective date is December 1, 2010.

 

Unscheduled Public Appearances:  Undersheriff Steve Kelley told BOCC the panic buttons in the courthouse offices would be shut down for four-five days.
