Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 1, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 29, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Jennifer Layton, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, Kay County OSU Extension Agent; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowe, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Austin approving regular meeting minutes of October 25, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving Cooperative Extension Services Agreement between the Oklahoma State University acting for and on behalf of its Cooperative Extension Service and the United States Department of Agriculture and the Board of County Commissioners of Kay County for the period of July 1, 2010 through June 30, 2011.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin authorizing Chairman Schieber to sign reimbursement claim for Kay County Election Board Secretary Salary for October 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 128 (there was no paper report). 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said work continues on Traders Bend for Dist#1 & 2. 

 

Motion was made by Wilson and seconded by Austin approving Title 19 Dale Township Fire Department Petition corresponding with Resolution No. 8, 9-58 that was adopted and approved on the 14th day of October 2008.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Wilson and seconded by Austin approving the following Applications for Permit Line Installation on County Right-of-Way:  Permit 10-25, Blackwell Rural Water, to cut road to install waterline, location-cut from 3 ½ of NW4 S23 T27N R1W across to 3 ½ NE2 S30 T27N R1W, Dist#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment: Res#10, 11-69, Sheriff Department, Galaxy light bar, junked Res#10, 11-70, Assessor’s Office, flat screen monitor, surplus to be; donated to the Sheriff Department.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving General Government Maintenance & Operations (M&O)-$4,031.75 (money from Emergency Performance Grant (EMPG) Funds for period from April 1, 2010, to June 30, 2010); General Government M&O-$4,031.75 (money from EMPG for period from July 1, 2010, to September 30, 2010); Sheriff Account No. G0400-$7,187.00 (money from Sales Tax Proceed to pay Bill Dewey salary & benefits for October & November 2010).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#10, 11-66, Highway Dist#2-$358.20, reimbursement for pipe; Res#10, 11-67 (corrected from Agenda that read 11-60), Highway Dist#1-$2,961.50, sale of scrap iron-$461.50/reimbursement to replace ROW markers-$2,500.00; Res#10, 11-68, Child Abuse Prevention-$440.00 (Res#10, 11-62 left on Agenda by error).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway-$3,319.70; D#1-$2,961.50; D#2-$358.20; Highway-$321,302.76; Highway-Lapse Balances FY2006/2007-$542.60; Highway-Lapse Balances FY2008/2009-$3.01; Highway-Lapse Balances FY2009/2010-$587.95; Sheriff’s Jail Cash-$56,300.70; Sheriff’s Service Fee-$15,238.31; Child Abuse Prevention-$440.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Preservation Fee Personal Services-$271.88 to M&O; Highway Dist#2 LA Cann North-$256.52 to M&O; Highway Dist#1 BIA Lake Rd-$9.08-BIA, Oakland Rd-$386.46, BIA Fountain Rd-$648.70, BIA Bridge 137-$334.85, BIA North Enterprise Rd.-$34.47, Totaling $1,413.56 to M&O; County Sales Tax Personal Service-$1,500.00 to Travel.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled Public Appearances:  County Clerk Reese reminded those in attendance of Floyd Harden’s reception to be held Thursday, November 4, 2010, at 11 a.m.   Harden is resigning from the Kay County Excise/Equalization Board after 24 years of service.
