Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 25, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 22, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Jennifer Layton, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board; Larry Klumpp, Kay County OSU Extension Agent; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowe, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving special meeting minutes of October 5, 2010.  Motion carried:  Schieber, abstained; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of October 18, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin approving updating courthouse postage machine.  County Clerk Reese said the 63 month lease expired.  Dustin Giebel, Oklahoma Mailing Equipment, suggested updating present mail machine because current machine is outdated and replacement parts are hard to find.  He said the new machine will be $25.00 higher each month but the ink cartridges for new machine are considerably cheaper making the total cost less expensive.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 131 (there was no paper report).  Van Hoesen said a vote was taken Friday by the Justice Facilities Authority to take over the old jail effective at mid-night.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said dirt is being hauled on Traders Bend; Fountain Road project is finished except for painting.  Austin said his crew is taking trees out by bridge on Traders Bend Road. 

 

Motion was made by Austin and seconded by Wilson approving County Bridge & Road Improvement Fund Engineering Contract, Project No. ID/NBI 36N3370E0030003, Project Location-bridge over Chilocco Creek, located 4.2 miles east and 1.4 miles south of Chilocco, C247, Dist#2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Wilson and seconded by Austin approving the following Applications for Permit Line Installation on County Right-of-Way:  Permit#10-23 – Primary underground electric line crossing 44th Street approximately 4142 feet south of Hwy. 60, installed in 3: PVC conduit/location-crossing from SW4 S32 T26N R1W to SE4 S31 T26N R1W, D#3; Permit#10-24 – New water service/location-between “W” (corrected from Agenda that read West) Street & Waverly ˝ mile line on Dry Road, D#2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment: Res#10, 11-65, Court Clerk, CPU HP7100, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#10, 11-59, Hwy. Dist#1-$18,125.90, BIA Reimbursement, H3101-93 Fountain Rd. Phase II FY10-11; Res#10, 11-60, Hwy. Dist#1-$3,157.45, ACCO-Self Insurance Group for damages to D#1 equipment on 9-25-10; Res#10, 11-61, County Improvement-$800.00, Kay County Election Board for reimbursement for internet user fee C4200-31; Res#10, 11-62, Open Dump Reward-$100.00, Kay County Court Clerk September 2010 Reward Fees; Res#10, 11-63, Hwy. Dist#2-$5,000.00, Kay County District #1 to return misappropriation of ETR funds to D#2 H3102-69; Res#10, 11-64, Public Building Authority (PBA)-$1,408.84 October 2010 rent for DHS offices PB0800-20

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Dist#2-$5,000.00; Highway Dist#2-$1,066.24; Highway Dist#1-$18,125.90; Highway Dist#1-$3,157.45; Open Dump Reward-$100.00; PBA-$1,408.84; County Improvement-$800.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No action was taken on the following Transfer of Appropriatons:  Highway D#2 LA Cann North-$256.52 to D#1 Maintenance & Operations.

 

There were no Unscheduled Public Appearances made.
