Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 18, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 15, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, Kay County OSU Extension Agent; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowe, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving special meeting minutes of October 5, 2010.  Motion carried:  Schieber, abstained; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of October 12, 2010.  Motion carried:  Schieber, aye; Wilson, abstained; Austin, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 120.  Van Hoesen said the Sheriff’s office would begin moving to the new facility today. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said the state CED meeting would be held in Oklahoma City to discuss State Question 744. 

 

Motion was made by Schieber and seconded by Wilson approving to go out for bid for driving bridge piling and welding to set beams, Dist#1.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Wilson and seconded by Austin approving the following September 2010 Monthly Reports:  Court Clerk – Blackwell; Newkirk; Ponca City; County Election Board; County Clerk; Public Health.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway-$160.60; CBRI 105C-$218.89; CBRI 105C-$162,978.87; Public Buildings Authority-Health-$524.37.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Sheriff’s Personal Service-$200.00 to Part-time.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled Public Appearances: Kay County Treasurer Christy Kennedy thanked all officers for their involvement in the process of getting the budget set in a timely fashion.

 

Dee Schieber announced that Kay County Excise Board Member Floyd Harden was resigning.  Schieber said Harden had served on the board for many years and would be missed.

 

Motion was made by Austin and seconded by Wilson approving Payroll with warrants to be released on October 28, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin approving Blanket Purchase Order Claims.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
