The Board of County Commissioners
of Kay County, Oklahoma, met in special session at , Tuesday, October
in Commissioners Court located on the First Floor of the
Kay County Courthouse in Newkirk, Oklahoma.Notice of the meeting was posted for public information on October
1, 2010, at
the Courthouse front door, Commissioners Court, and basement handicapped entrance
of the Kay County Courthouse in Newkirk, Oklahoma.

Laile Wilson called the special meeting to order.Those present were as follows: Steve Austin,
Member; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County
Sheriff’; Christy Kennedy, Kay County Treasurer; Steve Kelley, Kay County
Undersheriff; Tammy Reese, Kay County Clerk/Secretary. Chairman Dee Schieber, absent.
Austin reviewed the Kay County General Fund Budget for FY 2010-2011 with those
in attendance.Austin said total departmental requests
were $4,983,628.47 with $4,483,991.41 budget available cutting $499,637.06 from
requests.He explained because of the
approximately $70,000 decrease in ad valorem collected the county would need to
use 92% of the estimated 2010-2011 ad valorem amount to budget.Austin reported Health Insurance and
Retirement increases and said with the economic situation as it was there would
be no across the board raises.

County Financial Statement as of June 30, 2010, and Estimate of Needs for all

& Basic coverage on Health plans and the county covering the increase in
cost on the Basic plan for the member and the county will pay coverage for
member on the new option Delta Dental Premier coverage under the dental
