Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 27, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 24, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of September 20, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, abstained.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 116 with 28 ready for Department of Corrections.  Van Hoesen said beginning October 1, 2010, the Justice Facilities Authority will reimburse the Sheriff’s office for inmate food, medical services, and inmate related expenses.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber discussed CED meeting in Enid on September 29, 2010, with Senator’s and Legislatures in attendance.  Schieber mentioned work continued on Trader’s Bend and will soon put on fly ash.            

 

Motion was made by Wilson and seconded by Austin approving Application for Permit Line Installation on County-Right-of-Way to install a six inch steel pipeline; pipeline will cross between the NE/4 of the SE/4 of Section 36-T25N-R1w and the NW/4 of the SW/4 of Section 31-T25N-R1W, Dist#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving/noting the following Monthly Reports for August 2010:  Sheriff General; County Health; Court Clerk-Blackwell, Newkirk, Ponca City.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#10, 11-51, Court Clerk, HP CPU Hard Drive, junked; Res#10, 11-52, Court Clerk, PC Hard Drive, junked; Res#10, 11-53, Court Clerk, Receipt Printer HP Printer, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#10, 11-48, Hwy. Dist#3-$500.00, Road Crossing Permit; Res#10, 11-50, Hwy. Dist#1-$9,400.00, BIA, H3101-79 LA Cann North Project FY10/11.    Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation: Highway Dist#3-$500.00; Highway Dist#1-$9,400.00; Highway Dist#1-$94.04; Highway-$246,762.44.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Sheriff Service Fee-Personal-$2,150.00; Travel-$880.87; Capital Outlay-$1,000.00 to Maintenance-$4,030.87.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving accepting Tammy Reese, County Clerk, recommendation to use the lowest bidder, Mid-West Printing Company bid of $13,200.00 on Bid#2010-40, Filing system Shelving Upgrade.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

There were no Unscheduled Public Appearances made.
