Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 20, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 17, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Mark Gibson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp, Kay County OSU Extension; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Steve Austin, Member, absent.

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of September 13, 2010.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 121.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber discussed Traders Bend Road. 

 

No action was taken on Resolution (Res#10, 11-44) from Oklahoma Department of Transportation to participate in the County Road Machinery and Equipment Revolving Fund. 

 

Motion was made by Wilson and seconded by Schieber approving Federal-Aid Project Agreement between Oklahoma Department of Transportation and Kay County Commissioners on Project #BRO-136D(178)CI, Bridge 262, Dist#2/Resolution No. 10, 11-49.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Contract between Kay County and Oklahoma Juvenile Justice Services operating the Garfield County Regional Juvenile Detention Center FY 2010/2011.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Officer’s Request for Supplemental Appropriations (General Government) Sheriff’s Account No. G0400 (money from Sales Tax Proceeds to supplement 16 jail positions salaries $2.00 per hour July 2010 – September 2010, approved in JFA meeting on September 10, 2010).   Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Agreement between Kay County Assessor and The Stock Exchange Bank, Caldwell, KS; offering remote terminal capabilities.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Monthly Reports for August 2010:  Health Department.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#10, 11-47, OSU Extension, 2 task chairs, junked.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Deposit:  Res#10, 11-42, Highway-$784,289.90; Res#10, 11-43, Sheriff’s General Account-$21,507.00; Res#10, 11-45, Highway-$29,401.42; Res#10, 11-46, Open Dump Reward-$204.54.  Motion carried:  Schieber, aye; Wilson, aye. 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  CBRI 105C-$23,980.63; Highway-$784,298.90; Highway-$29,401.42; Open Dump Reward-$204.54.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  County Sales Tax Personal Service-$500.00 to Travel; Election Board Personal Service-$7,393.00, $6,393.00 to Maintenance & Operations & $1,000 to Part-Time; Highway-$200.00 Maintenance & Operations to Travel.   Motion carried:  Schieber, aye; Wilson, aye.  

 

Motion was made by Wilson and seconded by Schieber accepting only bid received from Cooper Creek Manufacturing in the amount of $49,950.00 on Bid#2010-39-Wildland Grass/Brush Apparatus for the Dale Township Fire Department.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber Tabling Bid#2010-40, Filing System Shelving Upgrade, County Clerk.   Motion carried:  Schieber, aye; Wilson, aye. 

 

Unscheduled Public Appearances:  Christy Kennedy, Kay County Treasurer, was congratulated on being nominated Secretary to the State Treasurer’s Association.
