Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 23, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 20, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Bill Dewey, Jail Maintenance, Kay County; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of August 16, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Tiffany Davis, Oklahoma Court Services, presented the BOCC a Monthly Report for July 2010 and discussed the Work Day Project with the Youth Center in Blackwell; she mentioned upcoming projects in local cemeteries.

 

District Attorney Mark Gibson questioned how numbers were arrived on the monetary value of days not incarcerated in the county jail on the monthly report, and Ms. Davis explained.

 

Sheriff Everette Van Hoesen reported the daily inmate count showing 128. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned Trader Bend Road project. 

 

Motion was made by Wilson and seconded by Austin noting the following Monthly Reports for July 2010:  Public Health; Sheriff General; Court Clerk.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#10, 11-33, Hwy. Dist#1-HP Color Printer, junked; Res#10, 11-34, Hwy. Dist#1-Dell Dimension 4300 Computer, junked; Res#10, 11-35, Hwy. Dist#1-Okidata Printer, junked; Res#10, 11-36, Court Clerk, CPU HP 7100, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit Res#10, 11-32, LEPC-$2,000.00, Warrant#105224480.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  LEPC Grant Cash-$2,000.00; Highway-$282,278.98; Highway Dist#1-$64.38.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Transfer of Appropriations:  Sheriff Service Capital Outlay-$6,000.00 to Maintenance; Highway Dist#1 Travel-$450.00 to Maintenance; County Sales Tax Personal Service-$4,200.00 to Travel-$700.00; Overtime-$2,500.00; Maintenance-$1,000.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled public appearances:  Mark Gibson told the BOCC he wanted them to understand the numbers presented on the Monthly Report 2010 by Tiffany Davis, Oklahoma Court Services.  Gibson said the numbers are bogus and the numbers are not a savings to the county.  He said community service is never used in lieu of jail and it never saves booking fees.

 

Gibson said this program is a profitable organization and it does not act as a savings to the county.  He added it is a great addition to the community and they do great work.

 

Motion was made by Austin and seconded by Wilson approving Payroll with warrants to be released on August 30, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin approving Blanket Purchase Order Claims.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

Motion was made by Austin and seconded by Wilson to Table (for two weeks) decision on the 10:00 a.m. bid opening of Bid#2010-38 Working Dogs, Kay County Sheriff, so the department could review the bids received.  Bids received:  Vohne Liche Kennels, Inc., $7,250.00 per “dual purpose dog” (a dog trained to detect both narcotics and to patrol), $5,250.00 per “explosive dog” (a dog trained to detect explosives); Worldwide Canine, Inc., $5,750.00 per “dual purpose dog,” $4,000.00 per “explosive dog;” K-9 Working Dogs International, LLC, $7,300.00 USD German Import with five year health and working guarantee.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
