Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 26, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 23, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Jennifer Layton, First Assistant District Attorney (ADA); Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Tiffany Davis, Oklahoma Court Services; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Austin approving regular meeting minutes of July 19, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Undersheriff Steve Kelley reported the daily inmate count showing 126; Kelley said six were scheduled to go to Department of Corrections (DOC).  Kelley also indicated the jail is having trouble with the air conditioning unit.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said asphalt will be poured on “S” Street and painting will be done on Pecan Road and “S” Street.  He said signs for these streets should be up before school starts.

 

Austin noted that Adobe Road at Ranch Drive would be closed to do a FEMA Project to install a concrete box.

 

Motion was made by Austin and seconded by Wilson approving Detention Services Agreement by and between Communityworks/Cleveland County Regional Juvenile Detention Center, $21.24 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson to resend previous motion approving Detention Services Agreement by and between CommunityWorks/Cleveland County Regional Juvenile Detention Center, $21.24 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson Amendment approving Natural Gas Sales Agreement between Clearwater Enterprises, LLC and Kay County for term of July 1, 2010 through June 30, 2011.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  (This contract was reviewed by the District Attorney’s office). 

 

No action was taken on Oklahoma Drug & Alcohol Testing to discuss contract for drug testing in Kay County.  Commissioner Wilson said a contract is already in place with Alcohol Drug Testing Inc. (ADTI). 

 

Motion was made by Wilson and seconded by Austin approving Assurances Relating to Real Property Acquisition, Project 29th Street Extension EWP to shape and riprap the sides of the channel adjacent to the road, location from Hwy. 11 (Doolin Ave.) and 29th Street west of Blackwell, 2.6 miles north on west side of road.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Wilson approving Agreement between the Outpatient Surgical Center of Ponca City and the Kay County Health Department.

Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving  the following Resolutions to Dispose of Equipment:  Res#10, 11-23, Highway Dist#1, Edmond Dodge, junked, to be sold as salvage; Res#10, 11-24, Highway Dist#1, Edmond Dodge, junked, to be sold as salvage.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#10, 11-20, Open Dump Reward-$162.50, fees for June 2010; Res#10, 11-21, Highway Dist#2-$42.74, refund on purchase returned blades.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Open Dump Reward-$162.50; Highway Dist#2-$42.74; Visual Inspection Reimbursement-$453.88.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No unscheduled public appearances were made.
