Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 19, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 16, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Kristin Munson, Assistant District Attorney (ADA); Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Ray Ball, Kaw Nation; Dennis Bonewell, KCEM; Kristi Woolley, Oklahoma Juvenile Affairs; Tiffany Davis, Oklahoma Court Services; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Patsy Leyva, Deputy Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of July 12, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin authorizing Chairman to sign Detention/Transportation Claim in the amount of $5,259.05 for Office of Juvenile Affairs for Month of June 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Report given by Tiffany Davis, Oklahoma Court Services on community service hours totaling 395 and projects for June 2010. Coming projects include Houston schools in Blackwell, cleaning city building in Blackwell and main street projects in Newkirk.

 

Sheriff Everett Van Hoesen reported the daily inmate count showing 124.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned the Tonkawa Bridge project and “S” Street project are nearing completion.

 

Motion was made by Austin and seconded by Wilson to table any possible action on Detention Service Agreement by and between Communityworks/Cleveland County Regional Juvenile Detention Center, $21.24 a day per child until contract is brought back from the District Attorney’s Office.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson to sign title page for County Bridge and Approach Plans East of 11 Mile corner.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin to table any action on Amendment to Natural Gas Sales Agreement between Clearwater Enterprises, LLC and Kay County until District Attorney can compare changes.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving authorization of Requisition Officers, Receiving Agents and Inventory Clerks for CBRI 105C and Emergency Management Agency.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving city water line permit#11-1 for Powell Plumbing.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

 

 

Motion was made by Wilson and seconded by Austin noting the following June 2010 Kay County Monthly Reports:  County Clerk and Health Department.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#10, 11-14 Public Building Authority-$1,408.84; Res#10, 11-15 Highway-$150.00; Res#10, 11-16 Highway-$425.00; Res#10, 11-17 Drug Court-FY 2010/2011; Res#10, 11-18 County Sales Tax-$643,563.00 and Res#10, 11-19 Abuse Prevention-$190.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  CBRI 105C-$30,139.23; County Clerk Lien Fee-$1,435.75; Highway-$150.00; Highway-$425.00; Public Building Authority-$1,408.84; Public Building Authority-Health-$625.14; Preservation Fee-$5,190.00; Abuse Prevention-$190.00 and County Sales Tax-$643,563.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No unscheduled public appearances.
