Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, July 6, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 2, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Carol Kellum, Kay County Election Board Secretary; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of June 28, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, abstained.

 

Motion was made by Austin and seconded by Wilson approving special meeting minutes of July 1, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 126 and a monthly average of 124.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned asphalt job on Pecan Road is complete, rain delaying other projects and CED meeting in Alva on Wednesday. 

 

Motion was made by Austin and seconded by Wilson approving Detention Services Agreement By and Between Oklahoma Juvenile Justice Services, Inc. and the Board of County Commissioners, $23.26 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin aye. 

 

Motion was made by Wilson and seconded by Austin approving Contract-Eastern Oklahoma Youth Services and Kay County for Services at Pittsburg County Regional Juvenile Detention Center, $23.25 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Contract-Western Plains Youth and Family Services, Inc. Kay County for Services at Beckham County Regional Juvenile Detention Center, $29.35 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Reimbursement Claim for the Election Board Secretary salary for June 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin noting the authorized Requisitioning, Receiving & Inventory officers for the following accounts for FY2010-2011:  District Attorney.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#9, 10-221, OSU Extension, calculator, junked; Res#9, 10-222, Court Clerk, Swingline heavy duty electric stapler, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification-$635.00.   Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Emergency Management Agency (EMA), cash fund dissolved transferring lapsed balance of $14,902.38 to General fund account County EMA.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

Motion was made by Austin and seconded by Wilson accepting bid from Jacky Bagg (only bid received) $550.00 per month (inside) and $250.00 per month (outside) on Bid#2010-36 Janitorial Services DHS Building.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
