Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 28, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 25, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Carol Kellum, Kay County Election Board Secretary; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Ray Ball, Kaw Nation; Kristi Woolley, Oklahoma Juvenile Affairs; Scott Cloud, Newkirk Herald Journal; Nixie Goff, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Steve Austin, Member, absent.

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of June 21, 2010.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber FY 2011 Contract Detention Transportation.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Contract for Supervision of Community Service.    Motion carried:  Schieber, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 121 with a group scheduled to be taken to the Department of Corrections (DOC). 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned work being done on approaches on a bridge near Tonkawa. 

 

Motion was made by Wilson and seconded by Schieber approving Resolution No. 9, 10-220, County Road Machinery and Equipment Revolving Fund, lease renewal for equipment leased through the County Road Machinery & Equipment Revolving Fund and letter regarding the All Risk Physical Damage Insurance on all equipment purchased through the County Road Machinery & Equipment Revolving Fund.

Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Renewal of Cooperative Agreement between U.S. Department of Agriculture APHIS-Wildlife Service’s Oklahoma Department of Agriculture, Food & Forestry & the BOCC, whereas the BOCC provides funds in the amount of $2,400.00 as contribution for the animal damage control program.

 Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber North Central Oklahoma Local Elected Official Consortium Agreement for FY 2010-2011.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving on Detention Services Agreement by and between Sequoyah Enterprises Inc., and the Kay County BOCC, $23.26 a day per child.  Motion carried:  Schieber, aye; Wilson, aye.   

 

Motion was made by Wilson and seconded by Schieber approving Detention Services Agreement by and between Muskogee Youth Services and the BOCC, $23.27 a day per child.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Contract Texas County & Kay County for Services at Texas County Juvenile Detention Center, $29.36 a day per child.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Contract Eastern Oklahoma Youth Services & Kay County for Services as Woodward County Regional Juvenile Detention Center, $23.25 a day per child.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving Resolution No. 9, 10-217 Interlocal Cooperative Agreement with Contiguous Counties.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following KellPro Software License and Maintenance Agreement as follows:  Dist#2; County Clerk.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving authorizing the following  authorizing Requisitioning, Receiving & Inventory Officers for the following accounts for FY 2010-2011:  Court Clerk; District Court; County Clerk-Purchasing-Data Processing-Lien Fee-Preservation; Abuse Prevention Fund; Community Service Sentencing (CSSP) Fund; County Improvement Fund; Open Dump Reward Fund; Emergency Management Agency Fund; County Commissioners; General Government; Insurance/Benefits; County Charity Account; FEMA; County Audit Expense; District#1, #2, #3; JAIBG Trash Cop Fund; Local Emergency Preparedness Counsel (LEPC) Grant Fund; Public Building Authority Fund; County Sales Tax; Excise Board; Election Board; OSU Extension Center; County Free Fair; County Sheriff-Sheriff Commissary-Service Fee-Sheriff Grant Fund-Jail Fund-Training Fund; Court Clerk Unappropriated-Revolving Fund.

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#9, 10-216, Dist#2, personal Dell computer, dell computer, chain saw, electric grinder, water softener, junked; 1992 Ford pickup, Int. truck tractor, 1988 Ford dump truck, Frtl. Truck tractor, motor grader (2), Hyster roller, JD mower, sold; ice maker (removing from list-on twice); Res#9, 10-219, Court Clerk, amplifier, junked.  Motion carried:  Schieber, aye; Wilson, aye. 

 

No action was taken on the following Resolutions to Deposit:  Res#9, 10-213, Res#9, 10-214, Res#9, 10-215 (approved in prior meeting and accidentally left on agenda).  

 

Motion was made by Wilson and seconded by Schieber the following Cash Fund Estimate of Needs and Request for Appropriation:  Sheriff’s Jail-$29,265.43; Sheriff’s Service Fee-$12,906.30; Highway-$290,032.98.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff Maintenance & Operations (M&O)-$1,500.00 to Contract; Sheriff Service Fee Capital Outlay-$18,000.00 to M&O; Highway Dist#3 M&O-$1,200.00 to Personal Services; Kay County Extension OSU M&O-$990.00 to Capital Outlay.  Motion carried:  Schieber, aye; Wilson, aye.

 

No unscheduled public appearances were made.

                FY 2009/2010 PURCHASE ORDERS

Motion was made by Schieber and seconded by Wilson accepting bids on the six month bid list Bid #2010-30 Concrete (pour & finish) from River Ridge Construction, LLC pour & finish concrete price per yard $50.00; price per hour on forming concrete-$45.00, pouring concrete-$45.00, mini Bobcat Escavator $65.00, Large Bobcat Escavator 200CLC Deere Ex.,$125.00; Waller Construction Co., pour & finish concrete per yard-$50.00, per hour forming concrete $45, pouring concrete $45, Mini Bobcat Escavator $65, Large Bobcat Escavator $105.00; Sober Brothers Inc., pour & finish concrete $50, price per hour forming concrete $65 foreman/$35 finisher, pouring concrete $65 foreman/$35 finisher, Escavator 50 track hoe $77, Escavator 100 track hoe $77.  Motion carried:  Schieber, aye; Wilson, aye.
