Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 21, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 18, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mary Ramey, Kay County Court Clerk; Carol Kellum, Kay County Election Board Secretary; Everette Van Hoesen, Kay County Sheriff; Ray Ball, Kaw Nation; Kristi Woolley, Oklahoma Juvenile Affairs; Scott Cloud, Newkirk Herald Journal; Nixie Goff, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of June 14, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin authorizing Chairman Schieber to sign Oklahoma Juvenile Affair Claims as follows:  March 2010-$2,640.81; April 2010-$3,619.10; May 2010-$3,404.45.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 126 with a group scheduled to be taken to the Department of Corrections (DOC). 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said there is a State CED meeting to be held this week; he also mentioned the laying of asphalt on Pecan Road.  Commissioner Austin said work is in progress on Bridge 19, Home Road.  Commissioner Wilson reported the chip and seal job on Fountain, Snow and Hubbard Road, six miles, was finished.

 

Motion was made by Wilson and seconded by Austin approving county boundary information to tabulate data from the 2010 Decennial Census and the American Community Survey to the United States Department of Commerce U. S. Census Bureau.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving going out for bid for janitorial/lawn care for the DHS building.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin Tabling Detention Services Agreement by and between Muskogee Youth Services and the BOCC, $23.27 a day per child and Contract Texas County & Kay County for Services at Texas County Juvenile Detention Center, $29.36 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson Tabling Resolution No. 9, 10-217 Interlocal Cooperative Agreement with Contiguous Counties.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving how the increase in Employer Retirement Contribution Rates by Oklahoma Public Employees Retirement System (OPERS) will be paid.  OPERS Code P was selected indicating contribution rates paid-Employee will pay 3.5% and Employer will pay 16.5% for Fiscal Year (FY) 2011.  Elected official contribution rates are unchanged for FY2011.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving ACCO-SIG 2010-2011 Property & Liability Insurance Renewal Quotes Intent to Participate in ACCO-SIG/Payment Option 2 first installment due July 31, 2010 and second installment due January 31, 2010, and Resolution No. 9, 10-218 to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Group.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Requesting Resolution for County Judgment due to back tax collections, from Kay County Treasurer Christy Kennedy (Res#9, 10-216 back tax collections to the General Ledger has accumulated monies in the County Judgment fund in the amount of $.01).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson noting the following May 2010 Monthly Reports:  Court Clerk – Blackwell, Newkirk & Ponca City offices.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No action was taken on the following Resolution to Dispose of Equipment:  Res#9, 10-216, Dist#2, several items junked and several items already sold. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#9, 10-213, Highway FEMA Projects-$19, 278.60 – Dist#1-92 PA-06-OK-1876-PW-0026(0) Snow Removal December 24-25, 2009, reimbursed 75%-$7,670.92; Dist#2-PA-06-OK-1876-PW-00265(0) Snow Removal December 24-25, 2009, reimbursed 75%-$11,607.68; Res#9, 10-214, Child Abuse Prevention-$315.00, Jury Service Donations; Res#9, 10-215, Highway-$183.00, reimbursement 6-10’ telespar post 1-12’ post.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Dist#1-$7,670.92; Dist#2-$11,607.68; Child Abuse Prevention-$315.00; Highway Dist#1-$407.24; Highway Dist#1-$183.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  County Sales Tax Personal Service-$225.96 to County Sales Tax Overtime; Unappropriated Court Bailiff-$1,000.00 to Unappropriated Court Personal Services; Sheriff Maintenance-$5,715.72 to Sheriff Personal.   Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson rejecting bids on Bid#2010-34 Tanker (Dale Township Volunteer Fire Department (REAP), Dist#2.  Austin said the Department received a tanker from the Northern Oklahoma Development Authority at no cost and the tanker truck was a better vehicle than those listed in the bids.   Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No unscheduled public appearances were made.
