Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 14, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 11, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mary Ramey, Kay County Court Clerk; Carol Kellum, Everette Van Hoesen, Kay County Sheriff; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Nixie Goff, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Austin approving regular meeting minutes of June 7, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Tiffany Davis, Oklahoma Court Services, reported on community service done at the Ambucs Motor Cross Track; she said work was limited because of no running water.  Also, defendants pulled weeds at Lake Ponca in the beach area for toddlers.

 

Motion was made by Austin and seconded by Wilson approving entering into Kay County Home Finance Authority special meeting (9:07 a.m.).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson returning to regular BOCC meeting (9:12 a.m.).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 134 with a group scheduled to be taken to the Department of Corrections (DOC).  Van Hoesen said he received a telephone call from the National Guards offering to assist the county in rescuing people from their homes due to the recent floods.  Commissioner Schieber said Kaw Tribe has air boats if needed.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said Hubbard and Industrial Road, Old Highway 60 were closed due to high waters.  Commissioner Wilson said Thirteenth Street from Hubbard Road to War Camp Road was closed and Radio Tower and Fountain Road were expected to close soon.

 

Motion was made by Wilson and seconded by Austin Tabling county boundary information to tabulate data from the 2010 Decennial Census and the American Community Survey to the United States Department of Commerce U. S. Census Bureau.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving going out for bid to re-bid Bid#2010-30 concrete (pour & finish), six months bids July 1, 2010, through December 31, 2010.  Schieber asked for equipment to be added to bid list (Mini Bobcat and Large Bobcat Excavator).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving appointing Steve Austin Kay County Commissioner as a representative to the Northern Oklahoma Development Authority (NODA) Board.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Resolution 9, 10-211 Contract Agreement Renewal/Emergency and Transportation Revolving, ETR Fund, between the BOCC and the Oklahoma Cooperative Circuit Engineering Districts Board for certain road and bridge construction projects.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Detention Services Agreement by and between Osage County Juvenile Detention Center and the BOCC, FY 2010-2011, $27.05 a day, per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Memorandum of Agreement between the Kay County Health Department and Blackwell Public School District to provide Psychological Services to the students and/or families of students of the Blackwell Public Schools.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Contract between the Kay County Health Department and Carol Rickards, Registered Nurse, to provide nursing services for the Department.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving authorizing requisitioning, receiving & inventory officers for the following accounts for FY2010-11:  PBA Health-Requisitioning Officers-Annette O’Conner, Lisa Cundiff, Alan Loch; Receiving Agent & Inventory Clerk-Pam Payne.  Kay County Health-Requisitioning Officer-Annette O’Conner, Lisa Cundiff, Alan Loch; Receiving Agent & Inventory Clerk-Pam Payne.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following May 2010 Monthly Reports:  County Clerk; County Election Board; Public Health; Treasurer.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#9, 10-212, Court Clerk, SN#2UB449018Y, computer hard drive, returning to OCIS, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#9, 10-209, Public Building Authority (PBA)-$1,408.84, June 2010 Rent; Res#9, 10-210, Highway Dist#3-$349.38, sale of scrap metals.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye.
