Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 7, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 4, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Mary Ramey, Kay County Court Clerk; Carol Kellum, Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Jeff Buechler, Jail Administrator; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Nixie Goff, Blackwell Journal Tribune; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of June 1, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Kelley reported the daily inmate count showing 132 with a group scheduled to be taken to the Department of Corrections (DOC).

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber said on June 9, 2010, the county clerk, treasurer and all commissioners will be attending a meeting in Alva regarding County Bridge and Road Improvement Fund, SB 2173, discussing the transfer of this fund to the counties and the allowed usages.  Schieber noted he will not be able to start asphalt job on Pecan Road today due to the rain.

 

Brenda  Dilbeck, Oklahoma Drug & Alcohol Testing, explained the types of testing available and the costs involved. 

 

Motion was made by Wilson and seconded by Austin approving Resolution No. 9, 10-208 requesting the use of CIRB funds for engineering, engineering of BIA and matching on BR & STP Projects.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving FY10 Rural Economic Action Plan (REAP) Contracts, Contract#2010 REAP Fund KA10-7, Contracting Entity-Northern Oklahoma Development Authority (NODA) Kildare Volunteer Fire Dept., Fire Equipment Purchase, Total Contract Amount-$20,116.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Oklahoma Department of Emergency Management Public Assistance Request for Advance or Reimbursement Payment, Dist#3, PA-1876 PW195 B24(24) #1548, Road clearing & motorist rescues February 15, 2010 through August 25, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Association of County Commissioners of Oklahoma Self-Insurance Fund (Worker’s Compensation):  Res#9, 10-207, Resolution to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Fund (Workers’ Compensation Program).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Association of County Commissioners of Oklahoma Self-Insurance Fund (Worker’s Compensation):  Intent to Participate in ACCO-SIF (Worker’s Compensation)/Payment Option for coverage effective July 2, 2010-June 30, 2011, selecting Payment Option Two paying $112,614.00 on or before July 31, 2010, and paying second half on or before January 31, 2011.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Letter requesting a meeting with BOCC to discuss with Larry Klumpp regarding the Kay County Extension Service Contract for 2010-2011:  Klumpp said this request is just formality before the budget hearing to be held on July 1, 2010.

 

Motion was made by Wilson and seconded by Austin approving going out for bid on Election Ballots FY 2010-2011.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving authorization on requisitioning, receiving & inventory officers on the following accounts for FY2010-11:

Kay County Treasurer/Kay County Certification Fee Fund:  Requisitioning Officers-Christy Kennedy, Rhonda Stephens, Jamie Johnston; Receiving Agents-Leah Cochran, Christie Ailey; Inventory Clerks-Christie Ailey; Resale:  Requisitioning Officer-Christy Kennedy; Receiving Agent-Leah Cochran, Christie Ailey; Inventory Clerk-Christie Ailey.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following May 2010 Monthly Reports:  Kay County Treasurer.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#9, 10-204, Highway Dist#3-$10,682.93, FEMA, PA-1876 PW195 B24(24) #1548, road clearing & motorist rescues 2-15-10-8-25-10; Res#9, 10-205, Highway Dist#1-$12,640.00, H3101-86 Pecan Rd. Project; Res#9, 10-206, Highway Dist#3-$686.20, sale of scrap metals.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Dist#3-$10,682.93; Highway Dist#1-$12,640.00; Highway Dist#3-$686.20; Highway-$49.69; Preservation Fee-$4,525.00; County Clerk Lien Fee-$1,397.50; Treasurer’s Mortgage Certification Fee-$585.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Election Board Travel-$1,000.00 & Part-time-$445.91 (Total-$1445.91) to Personal Service; Assessor Visual Inspection (VI) Maintenance & Operations (M&O)-$903.18 to VI Personal Service; Hwy Dist#3 M&O-$20,000.00 to ETR Bridge Account Hwy Dist#2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No action was taken on Transfer of Appropriations for  Kay County Extension Capital Outlay-$9,550.00 to Contractual Services
