Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, June 1, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 28, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Everette Van Hoesen, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Kellum, Kay County Election Board Secretary; Steve Kelley, Kay County Undersheriff; Nixie Goff, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of May 17, 2010.  Motion carried:  Schieber, abstained; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of May 24, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, abstained. 

 

Motion was made by Austin and seconded by Wilson to enter into Kay County Home Finance Authority meeting (9:04 a.m.).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin to reconvene BOCC regular meeting (9:08 a.m.).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Kelley reported the daily inmate count showing 145 and May’s monthly average of 131; he said he has a group scheduled to be taken to the Department of Corrections (DOC).

 

Kelley introduced Jeff Buechler, the new Jail Administrator, to those in attendance.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber said on June 9, 2010, the county clerk, treasurer and all commissioners will need to attend a meeting regarding new legislation on Oklahoma Department of Transportation money and how it should be used and set up.

 

Wilson said chip and seal will be put on six miles, Fountain, Snow and Hubbard Road, I-35 and Hwy. 77, work to begin next week.

 

No action was taken on Kay County Drug Testing. 

 

Motion was made by Wilson and seconded by Austin approving Application for Permit Line Installation on County Right of Way-Blackwell Rural Water (water line SW4 29-29-1W), Permit No. 10-21, Dist#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving reimbursement claims for April 2010 and May 2010 on Election Board Secretary Salary.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Agreement between Kay County Health Department and Throop Lawn Care for FY 10/11 (July 1, 2010 – June 30, 2011).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#9, 10-201, Highway Dist#3, D3-333-01, Dearborn Post-Hole Digger SN#27689/D3-432-01 Buffalo Bench Vice (reference Resolution to surplus Res#9, 10-152), sold at public auction on May 15, 2010; Res#9, 10-202, Court Clerk, CPU Unit SN#MXL92510JM 7900 PC, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-199, Highway Dist#2, refund on Staples account-$30.00; Res#9, 10-200, Highway Dist#3, sale of scrap metals-$309.60; Res#9, 10-203, Highway Dist#3, sale surplus items at auction-$77.50.  Motion carried:  Schieber, aye; Wilson, aye, Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation: Highway Dist#2-$30.00; Highway Dist#3-$309.60; Highway-$264,090.96; Highway-$77.50.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Highway Dist#1 Travel-$61.00 to Highway Dist#2 Travel; Highway Dist#3 Maintenance-$100.00 to Personal Services.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Report of Conference between Bridge Owner and Bridge Inspection Consultant for the Pony Trust Bridges.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled public appearances:  Kay County Treasurer Christy Kennedy said the county could expect the auditors in the next two weeks to be here to conduct a two year audit (2007-08 & 2008-09).
