Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 3, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 30, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Vice-Chairman; Steve Austin, Member; Jennifer Layton, First Assistant District Attorney (ADA); Everette Van Hoesen, Kay County Sheriff; Mary Ramey, Kay County Court Clerk; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Steve Kelley, Kay County Undersheriff; Ray Ball, Kaw Tribe; Nixie Goff, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Austin approving regular meeting minutes of April 26, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving special meeting minutes of April 29, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 147; 25 inmates scheduled to go to Department of Corrections (DOC).  Sheriff said the monthly average daily inmate count for April 2010 was 128 and monthly average on DOC’s was 22.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber said deck and guardrails was poured on bridge by Tonkawa.  He said he would be attending a CED meeting in Alva on Wednesday and that contractors will be there to build the building.  Austin said floor on bridge on Home Road would be poured in approximately one and half weeks. 

 

Motion was made by Austin and seconded by Wilson to approve necessary repairs to be made to elevators and Elevator Repair Work Order Agreement between ThyssenKrupp Elevator and Kay County in the amount of $3,589.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Agreement between the Pottawatomie County Regional Juvenile Detention Center “Glenn Dale Carter Hall” and the Board of Kay County Commissioners, cost increase from $20.39 to $29.39 per day per child for new contract period 2010-2011.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving Application for Permit Line Installation on County Right-of-Way on the following Permits: Permit#10-18, for the installation of bore under road to install public water supply line; location-bore from west half of NE4 S7 T28N R1W across road to west half SE4 S6 T28N R1W, Dist#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-179, Local Emergency Preparedness Counsel (LEPC)-$2,000.00 October 1, 2009-September 30, 2010; Res#9, 10-180, Emergency Management Authority (EMA)-$4,031.75 funds January 1, 2010-March 31, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:  LEPC-$2,000.00; EMA-$4,031.75; Highway-$340,407.38; Sheriff’s Jail Cash-$66,453.17; Sheriff’s Service Fee-$28,667.34; Sheriff’s Commissary-$1,643.75.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

Motion was made by Austin and seconded by Wilson approving the following Transfer of Appropriations:  Data Processing Personal Services-$8,895.00, County Clerk Maintenance & Operations (M&O)-$3.73, Purchasing Travel-$287.83, Purchasing M&O-$9.76, Data Processing Travel-$7.01 totaling $9,203.33 to County Clerk Personal Services-$5,158.59, County Clerk Travel-$1,200.00, Purchasing Personal Services-$1,650.86, Data Processing M&O-$1,193.86 totaling $9,203.33.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Unscheduled public appearances made:  Kay County Treasurer Christy Kennedy applauded County Officials Commissioner Laile Wilson, Sheriff Everette Van Hoesen, Assessor Carol Purdy, Court Clerk Mary Ramey and County Clerk Tammy Reese for helping Newkirk Main Street give tours of the courthouse to people from Wyoming, Oregon, Mississippi, and North Carolina.
