Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 26, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 23, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Vice-Chairman; Steve Austin, Member; Mark Gibson, District Attorney (DA); Everette Van Hoesen, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Tribe; Nixie Goff, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Austin approving regular meeting minutes of April 19, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Undersheriff Kelley reported the daily inmate count showing 130; he said in approximately three weeks several inmates are scheduled to go to Department of Corrections.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber discussed the road south of Tonkawa Casino and asked Commissioner Wilson to speak with land owners regarding widening the ditch; Schieber said future plans are to black-top the road.  Schieber also mentioned overlaying 1½ miles between Old Hwy. 60 and New Hwy. 60.

 

Schieber said he received estimates on a Fuel Control System and since the amounts were under $10,000 he will go out for quotes instead of bidding.  No action was taken.

 

Motion was made by Wilson and seconded by Austin approving Application for Permit Line Installation on County Right-of-Way on the following Permits: Permit#10-15, trench & install two 12 ¾” casing with 8” SDR11 poly pipe – SE 28-25N-1W crossing CR 100 into SW 27-25N-1W; Permit#10-16, trench & install one 12 ¾” casing with 8” SDR11 poly pipe – SE 29-25N-1W crossing CR 90 into SW 28-25N-1W; Permit#10-17, trench & install two 12 ¾” & 6 5/8” casing with 8” SDR11 & 4” SDR11 poly pipe – SW 27-25N-1W Crossing Cowboy Hill Rd into NW 34-25N-1W.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#9, 10-173, Sheriff, Taser, Serial#X00374921, junked, sent back to factory for replacement; Res#9, 10-174, Sheriff, Canon Fax Machine, Serial#ZKM20076, junked; Res#9, 10-175, Sheriff, Canon Copier, Serial#CCN382, given to Emergency Management 7/21/99; Res#9, 10-176, Sheriff, Toshiba Copier, Serial#XE919680, junked; Res#9, 10-177, Sheriff, Laminating Machine, Serial#QIV1806, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions to Deposit:  Res#9, 10-171, Mike Graham Auctioneers-$125,580.00, sale of equipment-District#2; Res#9, 10-172, Mike Graham Auctioneers-$40,940.00, sale of equipment-District#1; Res#9, 10-178, Calvin Mays Oilfield Services-$1,500.00, road crossing permits-District#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Dist#2-$125,580.00; Highway Dist#1-$40,940.00; Highway Dist#3-$1,500.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Unscheduled public appearances made:  Kay County Treasurer Christy Kennedy praised District Attorney Mark Gibson and Sheriff Everette Van Hoesen for “Walk a Mile in Her Shoes” against Domestic Violence.   Gibson and Van Hoesen walked in four inch heels for this foundation.

 

Kennedy also mentioned that Newkirk Main Street will be hosting a tour of Historical Newkirk Main Street.
