Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 12, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 9, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Vice-Chairman; Steve Austin, Member; Everette Van Hoesen, Kay County Sheriff; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Tribe; Nixie Goff, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of April 5, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

Tiffany Davis, Oklahoma Court Services presented a picture board demonstrating community service hour’s defendants projects.  She said they moved furniture for the Habitat for Humanity and mentioned upcoming projects with the Ambucs, cemetery and to help at the Humane Society.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 125; 20 Department of Corrections with 17 being booked today.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned CED Dist#8 is building a 60 x 120 foot building to do laboratory testing.  Also discussed was progress on Tonkawa Bridge and upcoming bridge projects to be funded by BIA on Ponca City Lake Road, Oakland, Canteen Road and two on Peckham Road.

 

Northern Oklahoma Development Authority (NODA) is hosting a 2010 Senior Aid Benefit Concert, featuring John Michael Montgomery, opening by Shawna Russell. Spokesperson Debbie Gallander, Director of PR/Marketing, presented brochures on the upcoming event to be held July 10, 2010.  Ms Gallander said their goal is to raise funds in order to replace the $350,000 budget cut for senior services including nutritional, transportation, and medical programs for the elderly in northern Oklahoma.  She said because of these budget cuts meals are no longer being served to seniors on Fridays.  All proceeds go to help support the Area Agency on Aging, and senior services for Alfalfa, Blaine, Garfield, Grant, Kay, Kingfisher, Major and Noble counties. 

 

Motion was made by Wilson and seconded by Austin approving Detention Services Agreement by and between Sac and Fox Nation and the Board of Kay County Commissioners, at a rate of $21.11 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Application for Permit Line Installation on County Right-of-Way, Permit #10-13, two road crossings for the purpose of installing a low pressure, natural gas gathering pipeline in T28N-R4E for IACX Energy, LLC.  The pipeline would cross the intersection of “E” Canteen road and Hardy Lane, trending from southwest to northeast; crossing from the NE corner Section 3 of Township 27N, Range 4E into the SW corner of Section 35 Township 28N, Range 4E,.  The line will then continue due north until it reaches the intersection of River Road and Hardy Lane where it will cross the intersection proceeding in a northwest direction; from the NW corner of Section 26 of Township 28N, Range 4E into the SE corner of Section 22 of Township 28N, Range 4E.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

There were no Resolutions to Dispose of Equipment presented.
