Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 28, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 23, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Vice-Chairman Dee Schieber called the meeting to order.  Those present were as follows: Laile Wilson, Member; Kristin Munson, Kay County Assistant District Attorney (ADA); Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension Agent; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Chairman Steve Austin, absent.

 

Vice-Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of December 21, 2009.  Motion carried:  Schieber, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 130 and five inmates were taken to Department of Corrections. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber discussed his STP job on Waverly/Hubbard and said Dist#1 was busy shoveling snow over the past several days.  Wilson said Dist#3 was out working during the Christmas break as well.

 

Motion was made by Wilson and seconded by Schieber approving Bridge Inspection Claims/Invoices, CED No. 8 on the following:  Dist#1 BR-NBIS(070)CO Job Piece-#12996(12) Agreement#EC-1232M Invoice 436115 in the amount of $2,607.30; Dist#2 BR-NBIS(070)CO Job Piece #12996(12) Agreement#EC-1232M Invoice 436216 in the amount of $1,773.90; Dist#3 BR-NBIS(070)CO Job Piece #12996(12) Agreement#EC-1232M Invoice 436317 in the amount of $2,956.50 .  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Bridge Project on Fountain Road 36E0520N3270006 CN:149, County Project No. CB-136D(196) J/P No. 27441(04)-$47,321.60 for Dist#1, Schieber noted this bridge is already built:  ODOT Claim Form 324a; Certificate and Affidavit; Res# 9,10-108, Force Account Bridge Project.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following November 2009 Monthly Reports:  Court Clerk – Blackwell, Newkirk, Ponca City offices.  Motion carried:    Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber the following Resolutions to Dispose of Equipment:  Res#9, 10-107, Assessor’s Office, Dell File Service Power Edge 2600 Ser#58TTM51 CO#H-205-53, transferred to Blaine County Treasurer.  Motion carried:  Schieber, aye; Wilson, aye.   

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway-$259,098.85.  Motion carried:  Schieber, aye; Wilson, aye. 

 

There were no unscheduled public appearances.
