Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 14, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 11, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows: Dee Schieber, Vice-Chairman; Laile Wilson, Member; Mark Gibson, Kay County District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of December 7, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Oklahoma Juvenile Affairs Claim in the amount of $3,771.05.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Tiffany Davis, Oklahoma Court Services said the community service defendants November project was cleaning the Braman Cemetary; Davis brought a picture display of the task. 

 

Motion was made by Wilson and seconded by Schieber approving Claim for Estimated Payroll for the balance of the current fiscal year’s Civil Litigation Account.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 135 and 33 ready for Department of Corrections.

 

Motion was made by Schieber and seconded by Wilson approving reimbursement requests to be brought before the Justice Facilities Authority for consideration from the Sheriff’s Department on Travel for maintenance personnel in the amount of $173.80 ($26.40/$102.30/$45.10). Dryer repair-$445.00, slicer for kitchen-$718.99 and food trays-$264.00 were denied.  Schieber said in his opinion as long as the Sheriff had money in his maintenance account he felt those items should be paid accordingly.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned upcoming District meeting to be held Wednesday in Alva.  Schieber told commissioners they needed to apply for stimulus money.  Schieber said he will do a three inch overlay on Hubbard to I-35, other upcoming jobs were mentioned as well.
