Newkirk, OK 74647

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 7, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 4, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows: Dee Schieber, Vice-Chairman; Laile Wilson, Member; Kristin Munson, Kay County Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of November 30, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving special meeting minutes of December 3, 2009.  Motion carried:  Schieber, aye; Wilson, abstained; Austin, aye.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 131 and said there were several vandalisms and stolen cars over the weekend.

 

Commissioner Wilson mentioned he contacted the Sheriff’s Office due to some trash dumping and thanked the Sheriff for the quick response he received from the Deputies.

 

Motion was made by Schieber and seconded by Wilson approving Regular Meeting dates for Calendar Year 2010 for the BOCC.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving dates as Holidays for the Calendar Year 2010 and Kay County offices will be closed accordingly.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned upcoming Right-of-Way school and told other two commissioners they needed to apply for ETR funds and get bridges needing repaired on schedule. 

 

Motion was made by Schieber and seconded by Wilson approving Cooperative Agreement between The Bureau of Indian Affairs and Kay County, Gunn Bridge/Fountain Road Reconstruction Project.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Boundary and Annexation Survey from the U.S. Census Bureau to update records regarding changes to legal boundaries, names, and governmental status of all governmental units.  Kay County Assessor’s office marked the necessary changes.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson noting the following November 2009 Monthly Reports:  Treasurer.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#9, 10-94, Court Clerk, 2010 Scanner #EF303097, Item #J-205-11 junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-92, County Improvement-$1,980.00, reimbursement for annual internet fee; Res#9, 10-95, Highway Dist#1-$1,059.02, proceeds from sale of culvert pipe & two 15 ft. bands.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Treasurer’s Mortgage Certification-$530.00; County Clerk Lien Fee-$839.00; Preservation Fee-$3,930.00; County Improvement-$1,980.00; Highway Dist#1-$1,059.02.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Highway Dist#1 Quail Lane Project-$500.00 to Maintenance & Operations (M&O).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Unscheduled public appearances:  Kay County Treasurer Christy Kennedy mentioned she received a bid on all county owned property, property deeded to the county after a Tax Resale (25 pieces of property).  She said properties had been published in the Newkirk Herald Journal for three consecutive weeks.
