Newkirk, OK 74647

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 23, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 20, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows: Dee Schieber, Vice-Chairman; Laile Wilson, Member; Mark Gibson, Kay County District Attorney (DA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of November 16, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, abstained.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 129. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  No discussion was made.

 

No action was taken on going out for bid to have Pawhuska Query spread rock on Dist#3 roads. 

 

Motion was made by Schieber and seconded by Wilson approving Haul Route Agreement between Kay County and Keystone Pipeline; expanded hauling operations that may cause accelerated deterioration of county/township roads with changes made to Agreement by DA Gibson changing wording from “township” to “county.” Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving and marking maps for Keystone Pipeline routing to string pipelines.  Ranch Drive Road was marked and Schieber said Keystone will start moving pipe in soon and project to actually start sometime in April.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson Tabling until December 7, 2009, pending inspection from the Kay County Assessor’s office, on Boundary and Annexation Survey from the U. S. Census Bureau to update records regarding changes to legal boundaries, names, and governmental status of all governmental units.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-90, Hwy. Dist#1-$519.84, reimbursement for culvert pipes.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Hwy Dist#1-$519.84.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Hwy Dist#1-Capital Outlay-$10,000.00 to Maintenance & Operations.

Motion was made by Schieber and seconded by Wilson Tabling decision on Bid#2009-54 Chiller for Courthouse to review bids from Wards Air Conditioning in the amount of $55,750.00 and Stolhand Heating & Air in the amount of $67,386.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
