Newkirk, OK 74647

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 16, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 13, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Vice-Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Kristin Munson, Kay County Assistant District Attorney (ADA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Carol Kellum, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Chairman Steve Austin, absent.

 

Vice-Chairman Schieber led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of November 9, 2009.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Wilson said his rip rap jobs were around one-third complete. 

 

Motion was made by Wilson and seconded by Schieber approving Application for Permit Line Installation on County-Right-of-Way; one 14 inch high density poly pipe extending from middle west side of Section 17, T28N, R1E across “Q” Street to the mid east side of Section 18, T28N, R1E, one half mile north of the intersection of “Q” Street & Earth Road located between Sections 17 & 18, T28N, R1E, Dist#2.  Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber noting the following October 2009 Monthly Reports:  Public Health; Court Clerk – Blackwell, Newkirk, Ponca City Offices.    Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Deposit:  Res#9, 10-88, Public Building Authority (PBA)-$1,408.84, November 2009 Rent; Res#9, 10-89, Highway D#2-$500.00 Road Crossing Permit.  Motion carried:  Schieber, aye; Wilson, aye.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 124.

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  PBA-$1,408.84; PBA Health-$627.52; Highway D#2-$500.00; Visual Inspection Reimbursement-$947.70.    Motion carried:  Schieber, aye; Wilson, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Assessor General Maintenance & Operation (M&O)-$1,516.74 to County General.  Motion carried:  Schieber, aye; Wilson, aye. 

 

There were no unscheduled public appearances.

 

Motion was made by Wilson and seconded by Schieber approving Payroll with warrants to be released on November 24, 2009.  Motion carried:  Schieber, aye; Wilson, aye.
