The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 2, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 30, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Kristin Munson, Kay County Assistant District Attorney; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Tiffany Davis/Julia Curry, Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Schieber and seconded by Wilson approving regular meeting minutes of October 26, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving special meeting minutes of October 28, 2009.  Motion carried:  Schieber, abstained; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Chairman Austin to sign Kay County Emergency Management requests to approve Agreement with Oklahoma Emergency Management for an HMPG grant to update the Kay County Hazard Mitigation Plan.

 

Dennis Bonewell, Emergency Management Director, said this Agreement must be updated every five years.  He noted this is a “grant matching” not to exceed $20,000.

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 123 and the October monthly average of 126. 

 

Report given by Tiffany Davis, Oklahoma Court Services, presenting number of community service hour’s defendants are working and their assigned projects:  Ms. Davis presented a board display with pictures of defendants working on their graveside project at the Blackwell Cemetery.   She said their next project will be the Braman Cemetery and noted they would eventually like to adopt a street. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned CED Board meeting to be held last Wednesday was cancelled and will meet in the morning at 8 a.m. during the ACCO Conference in Oklahoma City. 

 

Motion was made by Schieber and seconded by Wilson approving Plan of Proposed County Road for Ponca Tribe surfacing plans, County Road EW 026, NS 325 & EW 025.  Schieber said this is a high priority project.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving letter of support for proposed Kaw Nation Gaming Facility to be built on the east side of I-35 adjacent to the Kanza Travel Plaza.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#9, 10-83, Dist#2, three radios D2-601-14, 24, 26, junked.    Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-78, Open Dump Reward-$200.00 September 2009 reward fees.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Open Dump Reward-$200.00; Sheriff’s Grant Fund-$22,925.98; Sheriff’s Jail Cash-$36,771.43; Sheriff’s Service Fee-$14,138.84; Highway Dist#1-Lapsed Balance 2008-09 H3101-83 ETR Bridge Account-$83,870.17.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Sheriff Service Fee Maintenance-$1,000.00 to Travel.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Unscheduled public appearances:  Mary Ramey, Kay County Court Clerk, reported local H1N1 cases.
