Newkirk, OK 74647

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 26, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 23, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Kristin Munson, Kay County Assistant District Attorney; Holly Beck, Kay County Clerk Deputy; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Cheryl Howard, Kay County Election Board; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Kristi Woolley, Oklahoma Juvenile Affairs; Dusty Bittle, Northern Equipment Co.; Pat Schieber; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Rolf Clemens and Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of October 19, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Chairman to sign Office of Juveniles Affair Claim in the amount of $7,347.28, August 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving Cooperative Extension Services Agreement between the Oklahoma State University Acting for and on Behalf of its Cooperative Extension Service and the United States Department of Agriculture and the BOCC for the period July 1, 2009 through June 30, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

BOCC discussed budgeting issues for the Kay County Emergency Management.  Austin informed the board there was only enough money for this department through December 2009; he said State reimbursements are behind.  Austin said Dennis Bonewell, Emergency Management Director, said normally the department is funded by the county and when reimbursements are received they are put in the General Government account.  No action was taken.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 130; six were delivered to the Department of Corrections earlier in the week.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned CED Board meeting to be held on Wednesday in Oklahoma City, this meeting will be a combined meeting for both October and November 2009.

 

Motion was made by Schieber and seconded by Wilson approving to go out for bid to purchase a pickup for Dist. #1.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Resolution No. 9, 10-79 authorizing application for financial assistance from REAP Grant to purchase a self contained breathing apparatus for Kildare Fire Department.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Resolution No. 9, 10-81 authorizing application for financial assistance from REAP Grant for Newkirk Schools to provide lighting on their baseball field.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Resolution No. 9, 10-80 authorizing application for financial assistance from the Rural Economic Action Plan (REAP) to purchase a water tanker for Dale Township Fire Department, Newkirk.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving Application for Permit (No. 10-8) Line Installation on County Right-of-Way, one eight inch HDPVC Pipeline extending from the SE4 17-28-1E across Earth Road to the NW4 20-28-1E one half mile East of the intersection of “Q” Street and Earth Road located between quarter sections of SE4 17 & NW4 20-28-1E, Dist. #2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving signing paperwork (warranty/invoice) with Northern Equipment Co. regarding Bid#2009-53 rubber tired loader, Dist. #3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson noting on the following September 2009 Monthly Reports:  Court Clerk – Newkirk, Blackwell & Ponca City Offices.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#9, 10-76, Public Health, SI-213-12 Serial No. CEH034695 Toshiba copier, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-70, Highway Dist. #3-$544.80, Sale of scrap metals; Res#9, 10-73, Highway Dist. #1-$10,720.00, Blue Star Road H3101-84, FY 08/09; Res#9, 10-74, Highway Dist. #2-$500.00, Road Crossing Permit No. 10-8; Res#9, 10-75, Highway Dist. #1-$500.00, Quail Lane Project (purchase of rock); Res#9, 10-77, Drug Court-$12,750.00, Miscellaneous Reimbursements-wired funds.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Highway D#1 Maintenance-$500.00 to Personal Service; General Government-$20,631.80 from Maintenance to Lease Purchase (Jail land payment).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
