Newkirk, OK 74647

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 5, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 2, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Jennifer Layton, Kay County District Attorney, First Assistant (ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Tiffany Davis and Julia Curry, Oklahoma Court Services; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Laile Wilson, Member, absent.

 

Chairman Austin led the Flag Salute.

 

Motion was made by Schieber and seconded by Austin approving regular meeting minutes of September 28, 2009.  Motion carried:  Schieber, aye; Austin, aye.

 

Tiffany Davis, Oklahoma Court Services, reported on community service hour’s defendants are doing and said they are on track and everything is going well.  Julia Curry said Tom Cusick delivered files and has been very helpful in the transition.

 

Jail Issues:  Undersheriff Steve Kelley reported 137 for the daily inmate count and the September 2009 monthly average of 131.

 

Sheriff Van Hoesen mentioned complaints by inmates regarding wiring connections behind the face plates in the jail; Van Hoesen told Commissioners the State Fire Marshal would be coming to inspect the situation on Wednesday.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned bid opening at 10 a.m. for county bridge on Old Highway 60; he said he met with three tribes last week; Schieber turned in Union Street for funding and made arrangements with Tonkawa Tribe; he said county can expect another good year with the tribes.

 

Motion was made by Schieber and seconded by Austin approving Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving Memorandum of Agreement between the Kay County Health Department and Braman Public School District to provide Psychological Services to students and/or families of the Braman Public Schools.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin noting the following September 2009 Monthly Reports:  Treasurer.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#9, 10-64, Public Health, SI-239-59, CNDID50545, Printer P3005, junked.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit:  Res#9, 10-65, County Improvement-$3,795.00 Annual One-Net License Fees-Kay County Emergency Management-$330.00/OSU Extension Office-$990.00/Kay County Clerk Lien Fee-$1,815.00/Kay County Election Board-$660.00; Res#9, 10-66, Highway (District#1), Kaw Nation-Reimbursement for Sign Posts-$330.00.

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway-$285,809.78; Highway-$330.00; County Improvement-$3,795.00; County Clerk Lien Fee-$1,217.50; Preservation Fee-$5,265.00; Treasurer’s Mortgage Certification-$705.00; Sheriff’s Jail-$10,419.20; Sheriff’s Service Fee-$19,187.15.  Motion carried:  Schieber, aye; Austin, aye. 

 

Unscheduled public appearances.  County Clerk Reese said flu shots for county employees would be October 13, 2009, 10:30 a.m. through 4:30 p.m.

Bid opening on building bridge over Chikaskia River on Old Hwy. 60:  Schieber said only one bid was received and it was from K & R Builders, Inc., Wheatland, Oklahoma, in the amount of $1,457,773.74 (County Bridge No. 137, BIA Project Chikaskia River Bridge, NBI No. 10349). 

 

Motion was made by Schieber and seconded by Austin accepting bid from K & R Builders, Inc.  Motion carried:  Schieber, aye; Austin, aye.

 

Commissioners signed bid Contract County Bridge No. 137 BIA Project Chikaskia River Bridge NBI No. 10349 upon District Attorney’s approval.
