Newkirk, OK 74647

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 21, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 18, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Jennifer Layton, Kay County District Attorney, First Assistant (ADA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of September 14, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned money has been received for the Enterprise Road Project but due to weather project may be delayed.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Austin to sign Oklahoma Juvenile Affairs (OJA) Claim in the amount of $5,076.05.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

No action was taken on Resolution 9, 10-54, requesting Oklahoma Department of Transportation (ODOT) to encumber $1,909.80 in the 250C account for the use on County Highway Project BRO-136D(178)CO, J/P 25645(05) for Utility Relocation Management because there was nothing in the contract regarding the utility relocation. 

 

Motion was made by Schieber and seconded by Wilson to Table Resolution 9, 10-56, Adoptions of Floodplain Management Regulations and Establishment of Flood Hazard Boundaries.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson to Table Oil and Gas Lease on a tract of land located within the Original Townsite, now the City of Newkirk, Kay County, Oklahoma, Section 26, Township 28N, Range 2E, containing 3.632 acres.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber noting Kay County Health Requisitioning Officer-Annette O’Connor, Lisa Cundiff, Alan Loch, Receiving Agent-Pamela Payne, and Inventory Clerk-Pamela Payne for FY 2009-2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Jail Issues:  Undersheriff Kelley reported the daily inmate count showing 141 with several scheduled to be sent to Department of Corrections (DOC). 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#9, 10-57, Health Department, Canon Fax Machine, SI 213-10 Model L7000, Junked; Res#9, 10-58, Health Department, HP Fax Machine, SI 213-11 Model L300, Junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Highway (District#1) - Fountain Road Project-$10,000.00 to Maintenance & Operations & $37,321.60 to Capital Outlay.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

 

There were no unscheduled public appearances.
