Kay County Courthouse

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 14, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 11, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Mark Gibson, Kay County District Attorney (DA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Josh Newton, Blackwell Journal Tribune; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of September 8, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Kay County Sheriff, Van Hoesen, reported the daily inmate count showing 146.    

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned he recently attended a CED meeting in Alva and the CED Board voted to build a new building. 

 

Motion was made by Wilson and seconded by Schieber to Table Resolution 9, 10-54, requesting Oklahoma Department of Transportation (ODOT) to encumber $1,909.80 in the 250C account for the use on County Highway Project BRO-136D(178)CO, J/P 25645(05) for Utility Relocation Management, Dist#2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Application for Permit No. 10-7 for the installation one fourteen inch HDPVC pipeline extending from SW4 17-28-1E across Earth Road to the NW4 20-28-1E ¼ mile east of the intersection of “Q” Street & Earth Road located between quarter sections of SW4 17-28-1E, Dist#2.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson noting Requisitioning Officers-Judge Phillip Ross and Judge Boyd; Receiving Agents-Sheralyn Eubanks and Brenda Dilbeck; and Inventory Clerks-Sheralyn Eubanks and Brenda Dilbeck for Drug Court Contract Service, Travel and Maintenance, FY 2009-2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Monthly Report for August 2009:  Election Board; Public Health.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolution to Dispose of Equipment:  Res#9, 10-53, Assessor’s Office, H-205-48 battery backup SN#JB0410000767, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#9, 10-52, Public Building Authority (PBA)-$1,408.84, September rent; Res#9, 10-55, Highway D#2, $500.00, Road Crossing Permit.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  PBA-$1,408.84; Drug Court-$100.00; Preservation-$100.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff Maintenance-$2,000.00 to Travel.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled public appearances:  OSU Extension Agent Larry Klumpp reminded those in attendance about the upcoming Kay County Free Fair in Blackwell and said this year will be the first time to have bull riding and bull fighting.
