The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 13, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 10, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Mark Gibson, Kay County District Attorney (DA); Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Ray Ball, Kaw Tribe; Josh Newton, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Rolf Clements, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Schieber and seconded by Austin approving special and emergency meeting minutes of July 1, 2009.  Motion carried:  Schieber, aye; Wilson, abstained; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of July 6, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 143 with eight checking in today and 20 scheduled for Department of Corrections (DOC) this week.

 

Van Hoesen said according to Oklahoma Statutes Title 22 Section 57-38.3, the inmate who recently escaped and injured himself will be responsible for his own medical bills.  Statutes read DOC nor the sheriff shall be responsible for the cost of health care while an inmate is on escape status or for any injury incurred while on escape status.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber reported the State CED meeting will be held tomorrow in Oklahoma City at 11 a.m.; and when the District meeting meets discussion will be regarding the new CED building being built in Alva.

 

Motion was made by Schieber and seconded by Wilson approving Claim for Estimated Payroll District Attorneys Council, $20,000.  DA Gibson said this is half of payment.  Motion carried:  Schieber, aye; Wilson, aye Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving KellPro Software License and Maintenance Agreement for FY 2009-10 for the County Clerks office in the amount of $19,442.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Contract between Kay County Health Department and Becky Wolfe to provide Directly Observed Therapy and related services to tuberculosis patients.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Memorandum of Agreement between the Kay County Health Department and Newkirk Public School to provide Psychological Services to students and/or families of students.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving designation of Requisitioning Officers (RO)/Receiving Agents (RA)/Inventory Clerks (IC) for the following Kay County accounts for FY 2009-2010:   LEPC Grant Fund-Travel/Maintenance & Operations (M&O)/Capital Outlay-RO-Paula Cain, Jerry Hilbert, Stan Long/RA-Jerry Evans, Tom Muchmore, Glen Witteman/IC-N/A.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Resolution No. 9, 10-15 whereas Bridge No. NBI 100019 36E0270N3250005 is no longer safe for crossing by heavy traffic; bridge will be removed and destroyed.  Schieber commented this bridge is a historical bridge located south of Edward’s Feed Store and no Federal funds are available.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions for Disposing of Equipment:   Res#9, 10-16, OSU Extension, E-105-08, E105-09, two desks, junked; Res#9, 10-17, OSU Extension, two credenza desks (no serial numbers found), junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following June 2009 Kay County Monthly Reports:  Public Health; Election Board.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Kay County Emergency Management Budget FY 2009-2010.  Motion carried:  Schieber, aye; Wilson, aye. Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification-$740.00; Emergency Management Agency-$13,900.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving Lisa Cundiff, Administrative Programs Officer for the Kay County Health Department, request to rebid Bid#2009-45 for Medical Supplies.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving Lisa Cundiff, Administrative Programs Officer for the Kay County Health Department, request to accept bid from Anco Services, Inc. for janitorial services-$1560.00 Ponca City/$450.00 Blackwell on Bid#2009-46.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Austin and seconded by Wilson accepting bid from Jacky Bagg.  Commissioner Austin said it was requested by Carlan Kindred, Department of Human Services, to accept bid from Jacky Bagg in the amount of $550 per month (inside) $250 per month (outside).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
