Newkirk, OK 74647

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 29, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 26, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Tribe; Melissa Cottle, North Central Reporter; Josh Newton, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of June 22, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Sheriff Everette Van Hoesen reported taking six (6) inmates to Department of Corrections (DOC) last Friday; daily inmate count showed 129 with 27 more to deliver to DOC.

 

Cross Deputizing with Kaw Nation:  Ray Ball, Kaw Tribe, said Kaw Tribe Attorney was unable to be here and would like to reschedule.

 

Motion was made by Wilson and seconded by Schieber to Table membership to National Association of Counties (NACO) and benefits that are associated with membership.   

 

Commissioner Austin explained that if Kay County would join and become a member of NACO it would make Kay County eligible for NACO’s free Prescription Drug Discount Card Program and help local citizens save money on prescription drugs at an average savings of 23 percent.  This card would be made available for citizens with no health insurance (one card per family).  Austin mentioned there are several pharmacy stores in Kay County who participate in this type of pharmaceutical assistance.  The county would need to advertise to inform the public. The cost to join NACO is based on county population.

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  There was no discussion made.

 

Motion was made by Schieber seconded by Wilson Renewal of Contractual/Lease Agreements for FY 2009-10 for the Kay County Health Department on the following:  Pitney Bowes (lease agreement for postage meter rental/Blackwell); Neopost (lease agreement for postage meter rental/Ponca City); AT&T (Cingular cell phones); AT&T (language line translation); AT&T (long distance); Stillwater Typewriter (copier maintenance); Kay Office Equipment (copier maintenance); Parker Pest Control (quarterly pest control).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.   

 

Motion was made by Schieber seconded by Wilson approving Agreement between Outpatient Surgical Center of Ponca City and the Kay County Health Department.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson seconded by Schieber approving KellPro Software License and Maintenance Agreement for FY 2009-10 in the amount of $1,910.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to Deposit:  Res#8, 9-193, Highway D#1-$7,019.00, BIA Reimbursement Blue Star Rd. Project H3101-84; Res#8, 9-194, Open Dump Reward-$14.72 May 2009 Reward Fees; Res#8, 9-195, Child Abuse Prevention-$53.00, Jury Service Donation.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
