The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 8, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 5, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Assistant District Attorney (ADA) Kristin Taylor; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Carol Kellum, Kay County Election Board; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Tribe; Melissa Cottle, North Central Reporter; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of June 1, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving special meeting minutes of June 4, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber authorizing Chairman Austin to sign April 2009 Oklahoma Juvenile Affairs Claim in the amount of $6,426.17.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson to recess to enter into Kay County Home Finance Authority meeting.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson to reconvene back into regular meeting of the BOCC (9:10 a.m.).  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber acknowledging letter from Larry Klumpp regarding OSU Extension Program to submit a contract.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Kelley reported the daily inmate count showing 135 with nine new inmates this morning, five inmates taken to Department of Corrections on Thursday, June 4, 2009.

 

Motion was made by Wilson and seconded by Schieber approving reimbursement request to the JFA to replace air conditioning compressor in the current jail facility, $9100.00.  Kelley said he requested estimates from three different companies but only received quote from Stolhand’s Heating & Air.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving Edward Byrne 2009 Memorial Justice Assistance Grant, Sheriff Department.  Kelley said they receive this grant every year and it is split with the Ponca City Police Department.  The county will receive $6,700 only to be used to purchase equipment.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving 2009/2010 Juvenile Detention Contract for Cleveland County, $19.82 per child per day.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

 

Motion was made by Schieber and seconded by Wilson to Table 2009/2010 Juvenile Detention Contract from Texas County, $29.36 per child per day.  Sheriff Van Hoesen asked the BOCC not to accept this contract because of the price being too high.  Schieber said he would check into this matter stating he was concerned about finding a center to place juveniles in if all other centers were full.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned upcoming CED meeting in Alva on Wednesday.

 

Motion was made by Wilson and seconded by Schieber approving 2009-2010 County Officers & Deputies Association Annual Membership Dues-$627.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving Report/Resolution to close Bridge#36E0145N3210007, NBI NO. 01414, Local ID 073B, E0145 (Blackwell) over the Chikaskia River (Res#8, 9-186), D#3.  Wilson said was River Bridge east of Blackwell that was closed last week and this paper work will officially close the bridge.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving going out for bid on Election Ballots.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Increase in Employer Retirement Contribution Rates beginning July 1, 2009, as follows:  The County choose OPERS Code Option P for 2010.   Employee will pay 3.5% the county will pay 15.5% on all employees; Option Y for Elected Official Contribution Rates where the employee pays 10.0% and the county pays 15.5%.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving ACCO-SIG 2009-2010 Property & Liability Insurance Renewal Quotes selecting Payment Option 2 to participate in the ACCO-SIG Property/Liability Insurance, first payment due July 31, 2009, second payment due January 31, 2010/Resolution 8, 9-189, to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Group.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving Renewal of Cooperative Agreement between U.S. Department of Agriculture APHIS – Wildlife Services Oklahoma Department of Agriculture, Food & Forestry and Kay County Board of Commissioners in the amount of $2,400 (same as last year) to be split three ways between commissioners.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson noting the following May 2009 Monthly Reports:  Treasurer’s Fee; County Clerk; Election Board.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
