Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 11, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 08, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; Assistant District Attorney (ADA) Kristin Taylor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Melissa Cottle, North Central Reporter; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of May 4, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Citizen Jerry Edson made a request to Commissioner Steve Austin asking for all roads on his section line to be extended and maintained; he also reported seeing three or more junk piles along county roads.

 

Commissioner Austin told Mr. Edson that at this time District #2 did not have the money or time to extend the roads as requested; Austin told Mr. Edson he would check on the junk piles.

 

Jennifer Miller, Workforce Board Director with Oklahoma Economic Development Authority, explained the purpose, usage of funds, liability issues, and local elected official’s roles and responsibilities of the Consortium Agreement.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Austin to sign Workforce Investment Local Elected Official (LEO) Consortium Agreement.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 136.

 

Motion was made by Wilson and seconded by Schieber approving Detention Services Agreement by and between Osage County Juvenile Detention Center and the Kay County Board of Commissioners at $27.05 a day per child.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned the major and minor damages within the county; State CED meeting to be held this week; work on Highland to begin.

 

Motion was made by Wilson and seconded by Schieber approving Six (6) Damage Survey Reports, Dist#3 on the following projects:  29th Street; Dry Creek (ODOT site); Shoe Fly Rd.; Railroad Line; “O” Street; Break and Main Street.   Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson to go out for bid for roof repairs on the DHS building.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Wilson said he would sign forms that were approved in previous meeting on the following Assurances Relating to Real Property Acquisitions, Dist#3:  Project ODOT Debris Clean Up, Section 15 27N 1W, Section 21 28N 1W, Section 36 29N 2W; Project Tickel Railroad Section10 and Section 15 27N 1W.

 

Motion was made by Schieber and seconded by Wilson approving (going back on Agenda with approval from Assistant District Attorney Kristin Taylor) on Emergency Watershed Protection (EWP) Project Agreement Chrysler and “O” Street.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Contract for Labor to maintain grass and trees on property owned by Kay County.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving going out for bid on six month bids for commonly used items.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving April 2009 Monthly Reports:  County Clerk.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res# 8, 9-168, Highway Dist#3, D3-602-41 Motorola Radio, junked.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to deposit:  Res#8, 9-167, Emergency Management Agency-$5,000.00, 2008 Supplemental; Res#8, 9-169, Public Building Authority-$1,408.84, May 2009 Rent .  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification-$595.00; Emergency Management Agency-$5,000.00; County Clerk Lien Fee-$1,288.40; Preservation Fee-$4,160.00; Visual Inspection Reimbursement-$592.48; Public Buildings Authority-$1,408.84.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Drug Court Maintenance & Operations-$1,500.00 to Travel.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled public appearances:  Election Board Secretary Carol Kellum reported her husband is well.
