Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 27, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 24, 2009, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Vice-Chairman; Laile Wilson, Member; District Attorney (DA) Mark Gibson; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of April 20, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving special meeting minutes of April 20, 2009.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Steve Kelley reported the daily inmate count showing 132; he said 16 applications have been received regarding the maintenance position for the jail.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8.  Schieber reported roads were closed over the past weekend due to heavy rains and said Hubbard Road would be closed tonight.  He also discussed a bridge closing in District No. 3.

 

No action was taken regarding an Emergency Transportation Revolving Fund Agreement, Dist#1.

 

Motion was made by Wilson and seconded by Schieber approving a Program Resolution, Bridge No. 153, Dist#3.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Resolution Number 8, 9-161 whereas the BOCC agree to lend assistance in holding an election in order for town of Kildare to elect three city officials.  Austin told the board he had spoken with Larry Tipps, Northern Oklahoma Development Authority (NODA), and Tipps said this was the proper procedure to follow; Austin also mentioned the Kildare Agenda would be posted by the Kay County Sheriff.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving resignation of Jane Clemons from DHS cleaning service and accepting Jack & Trudy Bagg to fill the contract.  Austin said he contacted Assistant District Attorney Jennifer Layton and received her approval regarding this contract.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson approving Juvenile Detention Contract with Western Plains Youth & Family Services, Inc for services at Beckham County Regional Juvenile Detention Center upon approval from DA Mark Gibson.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber noting the following March 2009 Monthly Reports:  Court Clerk – Blackwell, Newkirk, and Ponca City offices.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

Chairman Austin thanked Newkirk Master Gardeners Roy Rogers, Linda Williamson and Bobbie Aupperle for landscaping and planting flowers and bushes at the courthouse.  Austin praised them for their work and credited them for the improvement to the grounds of the courthouse.
