Newkirk, OK  74647

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 5, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 31, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Steve Austin called the meeting to order.  Those present were as follows:

Dee Schieber, Vice-Chairman; Laile Wilson, Member; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Schieber and seconded by Austin approving regular meeting minutes of December 29, 2008.  Motion carried:  Schieber, aye; Wilson, abstained; Austin, aye.

 

Jail Issues:  Sheriff Van Hoesen reported December 2008 monthly average inmate count as 116; and 102 for the daily inmate count.

 

Undersheriff Kelly told the commissioners he received a tip that a contraband drop was going to made on Saturday night.  Jail officials caught five inmates and now they face charges with conspiracy to escape and possession of contraband.  Kelly showed commissioners some of the items that were seized which included a screw driver, knife, candy, tobacco and marijuana.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  No report was given.

 

Chairman Austin reported problems regarding heating and cooling units for the courthouse.  He said the coil, chiller and main pump on boiler would need replaced in the near future and told other two commissioners this would be a major expense.

 

Motion was made by Schieber and seconded by Wilson approving Resolutions to dispose of equipment:  Res#8, 9-103, Highway D#1, 1993 JD Motor Grader #540655, 2004 JD Rotary Mower CX 15 #WOCX15E001504 Green Country Ag and Law, 1987 Freightliner Tandem Dump Truck #1FUYYBYB3HH300120, surplus, to be sold at Elk City Auction.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Austin to sign Agreements between the Board of Kay County Commissioners and the following Subscribers to have remote terminal capabilities with the Assessor’s office:  Richard Braden, Braden Appraisals; Marc Gravel, Marc Gravel Appraisal Service; Shirley C. Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Sheriff’s Jail - $29,223.00; Highway - $229,562.50.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Election Board Maintenance & Operations (M&O)-$3,270.00 to Capital Outlay; Highway D#3 M&O-$560.06 to M&O District No. 1.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Unscheduled public appearances:  Caleb Stone, NRCS, told commissioners their projects have been turned in.  He told Commissioner Wilson money would be available for his Salt Fork project.

 

There were no payroll claims submitted.
