Newkirk, OK  74647

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 29, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 24, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Vice-Chairman Steve Austin called the meeting to order.  Those present were as follows:

Member Dee Schieber; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor office; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Chairman Laile Wilson, absent. 

 

Motion was made by Schieber and seconded by Austin approving regular meeting minutes of December 22, 2008.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin authorizing Vice-Chairman Steve Austin to sign Office of Juvenile Affairs claims for the following:  October 2008-$2,700.92; November 2008-$1,397.58.  Motion carried:  Schieber, aye; Austin, aye.

 

Jail Issues:  Undersheriff Steve Kelly reported 108 for the daily inmate count.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said his employees will work on Friday, January 2, 2009, even though it has been designated as a holiday.

 

Motion was made by Schieber and seconded by Austin approving Agreement with BK&L on Blue Star Road Project, D#1.  This agreement is for engineering services for the Blue Start Road in White Eagle.  Kay County will build a new road in White Eagle to connect the Blue Star Casino east to US-177, to be called Blue Star Road.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#8, 9-99 – Highway D#1 BIA - $7,156.50; Res#8, 9-101 (corrected from Agenda that read Res#8, 9-100) – Child Abuse Prevention - $37.55.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to dispose of equipment:  Res#8, 9-100, Highway D#3 Motorola Commercial Two-Way Radio D3-602-3 433HE04904, junked.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Child Abuse Prevention - $37.55.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving going out for bid to sell used car in Sheriff’s Department.  Motion carried:  Schieber, aye; Austin, aye.

 

There were no unscheduled public appearances.

 

Motion was made by Schieber and seconded by Austin approving payroll claim for Treasurer’s office.  Motion carried:  Schieber, aye; Austin, aye.
