Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 15, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 12, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:

Vice-Chairman Steve Austin; Member Dee Schieber; Judy Barnes, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of December 8, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported 111 for the daily inmate count. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber reported all painting is finished on roads.

 

Motion was made by Schieber and seconded by Wilson approving ODOT Contract with CRIB funding to be replaced with Contract with          CBRIF fund for Project No. STP 136D (117) CO in the amount of $50,750.00.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Claim for Engineering to be paid with CRIB funding Project No. STP 136D (117) CO in the amount of $50,750.00.

Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Claim for Engineering fees for BRO-136D (170) CO Bird Nest Creek in the amount of $14,800.00, D#3.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Officer’s Request for Supplemental Appropriations General Government in the amount of $83.44.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting the following November 2008 Monthly Reports:  Public Health; Kay County Election Board.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Resolution No. 8, 9-95 where funds received by Kay County for reimbursement of copies for precinct registries from the authorizing entities holding elections, funds shall be deposited and credited to the Kay County Election Board Maintenance and Operation (M&O) Account.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions for deposit:  Res#8, 9-93, Public Building Authority (PBA), December 2008 Rent on DHS Building-$1,408.84; Res#8, 9-94, Sales Tax Proceeds, November 2008 Collections-$342,446.64.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  PBA-Health - $1,711.43; PBA - $1,408.84; Sales Tax Proceeds - $342,446.64; Visual Inspection Reimbursement - $463.25.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

There were no unscheduled public appearances.

 

 

 

Motion was made by Schieber and seconded by Austin to accept bid from Gene’s Cab Co. on the 2004 Ford Crown Victoria VIN#2FAFP71W84X124936 in the amount of $600.00 and to Table bid from Bay Ridge Motors, Inc. on 2004 Ford Crown Victoria VIN#2FAHP71W04X119450 in the amount of $275.00, Bid#2008-44 Selling Used Cars, Sheriff’s Department.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.
