The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 8, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 5, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:

Vice-Chairman Steve Austin; Member Dee Schieber; Assistant District Attorney (ADA) Kristin Taylor; Christy Kennedy, Kay County Treasurer; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor office; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of December 1, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported 116 for the daily inmate count.  He noted five inmates were taken to the Department of Corrections last week and five are scheduled to be taken this week.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said a there will be a CED meeting held in Alva this week and a meeting next week in Oklahoma City.  On projects Schieber noted center lanes have been painted.

 

Motion was made by Schieber and seconded by Austin approving Title Page for Fountain Road Project, D#1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Brawley Engineering Claim $50,750.00 - Waverly & Hubbard Project STP 136D (117) CO, D#2 & 3.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Austin approving ODOT Claim Project No. CB-136D (135), J/P 24054(04) Resolution No. 8, 9-92/Certificate and Affidavit in the amount of $51,534.77, D#3.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting the following November 2008 Monthly Reports:  Treasurer’s; County Clerk.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#8, 9-90, Sheriff, Watch Guard Video, DV10-116682, sent back to factory; Res#8, 9-91, Assessor’s Office, several items attached to list to be junked.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Officer’s Request for Supplemental Appropriations General Government in the amount of $3,679.00.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification-$455.00; County Clerk Lien Fee-$1,837.12; Preservation Fee-$4,045.00.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Highway Maintenance & Operations (M&O) Dist#2-$2,802.08 to Lease Purchase (1st payment on new motor grader); Sheriff’s General Part-time-$19,000.00 to Overtime.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.
