The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 27, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 24, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:  Vice-Chairman, Steve Austin; Member Dee Schieber; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor office; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary; (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of October 20, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Leasing county owned land for possible oil and gas drilling:  Wes Hall, Buckhorn Productions, Gardner City, Kansas, spoke with commissioners regarding ground located by District No. 2 County Barn to lease for drilling.  Mr. Hall said his company has 8,000-9,000 acres in Kay County leased for oil and gas drilling. 

 

Jail Issues:  Undersheriff Steve Kelly reported the daily inmate count showing 107.  Kelly said several inmates will be transported to DOC this week; the remaining circuit boards were installed, the vent hood from the kitchen was deteriorating and a service man has been contacted.  Schieber questioned Kelly on staffing; Kelly said they were short three employees to be considered fully staffed.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber reported on his Highland Project and noted asphalt on “S” Street continues.  Austin mentioned his LA Cann Project was completed expect for painting.  Wilson briefly mentioned his Trueblood Project.

 

Motion was made by Austin and seconded by Schieber approving the following  Road Crossing Permits to install pipelines, GAW Oil Co: Permit #09-05-Dist#2, 13th Street between Gate & Home Road, Sections 34 & 33 –T29N-R1W; Permit#09-06-Dist#3. Indian Road between 13th & 29th, Sections 28 & 21 – T29N-R1W; Permit#09-07-Dist#2, 13th Street between Indian & Judo Road, Sections 21 & 22 –T29-R1W; Permit#09-08-Dist#3, Home Road between 13th & 29th Street, Sections 28 & 33 –T29-R1W.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#8, 9-62, Court Clerk – J-215-272 Canon DR 2050 Scanner PC office; Res#8, 9-63, Court Clerk – DL333992 Canon DR 2050 Scanner.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit:  Res#8, 9-61, Highway Dist#2-$175,000, a reimbursement from D#1 on ETR Project; Res#8, 9-64, Highway Dist#2-$1,000.00/Dist#3-$1,000.00 (correction from Agenda that read Dist#2-$2,000.00), Pipeline Road Crossing Permits (4).  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving on the following Transfer of Appropriations:  Sheriff Maintenance & Operation-$1,000.00 to Travel.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the Publishing Sheet for Kay County Estimate of Needs for 2008-09.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

There were no unscheduled public appearances made.

Motion was made by Austin and seconded by Schieber approving the interoffice budget worksheet/Kay County Schedule of Appropriations for 2008-2009 and the finalized 2008-2009 Estimate of Needs and Financial Statement of the Fiscal Year 2007-2008 prepared by Yadon & Putnam.  Mr. Jerry Putnam, Yadon & Putnam presented the six (6) budget packets for signatures and said he felt it was a conservative budget at 92 percent making the total budget $4,750,336.68.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.
