The Board of County Commissioners of Kay County, Oklahoma, met in special session at 10:00 a.m., Thursday, September 25, 2008, in Commissioners Court located on the First Floor of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 23, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Chairman Wilson called the special meeting to order.  Those present were as follows:  Members Dee Schieber and Steve Austin; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor Office; Mary Ramey, Kay County Court Clerk; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Carol Kellum, Kay County Election Board; Scott Cloud, Newkirk Herald Journal; Beverly Bryant, Ponca City News; Tammy Reese, Kay County Clerk/Secretary.

Estes commented with the possible funds available he recommended going with 90% of the Ad Valorem amount for the budget.  Estes said he feels we need to be prudent.  Commissioner Wilson agreed.


Commissioner Austin said we already know we are going to see expenses rise with our health insurance.  He said with this last rain the architects believed some of the leaks were coming through the stone instead of the roof and that will be another area that will need repaired.  There are several crucial repairs needing attention around the courthouse, for instance replacing two boilers.  Austin commented we went with 92% last year and I feel we need to go with 92% again this year and hopefully next year we can drop to 90%.  Austin pointed out to both boards the estimated revenues for 2008-09 were down about 10% compared to last years.


Commissioner Schieber said you always hope you can go with 90% but agreed with Austin to go with 92% this year. 


After considering the needed repairs for the upcoming year, Wilson agreed with the 92% approach.


After much discussion, motion was made by Wilson and seconded by Austin to go with 92% of the Estimated Ad Valorem collections amount for the 2008-2009 budget.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.


Discussion was made between both boards concerning pay increases for employees.  Wilson suggested the county paying $100 a month toward employee’s health insurance coverage versus giving employees $100 a month pay increase.  Austin and Schieber felt an across the board raise of $100 a month for eight months would be the fairest way to go since all employees do not have the same type of health coverage.  No action was taken.


Both boards also discussed total available budget amount at 92% of the estimated Ad Valorem collections amount and the amount needing adjusted from the departmental requests on Estimate of Needs from the Estimated General Fund Budget FY 2008-2009 Report prepared by Dona Brown, Budget Maker.  No action was taken.


Motion was made by Austin and seconded by Schieber to adjourn (10:45 a.m.).  Motion carried:   Schieber, aye; Austin, aye; Wilson, aye.
