The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 22, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 19, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:  Vice-Chairman, Steve Austin;  Dee Schieber, Member; Mark Gibson, District Attorney (DA); Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Charles Abbott; Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of September 15, 2008.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

DA Mark Gibson requested renting a storage unit since there is no extra storage available in the Courthouse.  He said he could rent a 10-foot x 24-foot unit in Newkirk for $75 a month; he commented he would be storing boxes of files from closed cases.

 

Motion was made by Schieber and seconded by Austin authorizing Gibson to rent a 10-foot x 24-foot storage unit in Newkirk for one year, not to exceed $75 a month.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Steve Kelly reported the daily inmate count showing 109; Kelly said this number does not reflect what happened over the weekend. He also reported on a leak in the hallway and Department of Corrections transports.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber gave an updated report on his LA Cann Project.  He also mentioned Evans and Associates received the $672,000 bid for the Highland Avenue and “S” Street Projects, anticipated start date October 20, 2008.

 

Dennis Bonewell, Emergency Management Director, made a formal request to the commissioners for reimbursement to assist volunteers who help with rescues during disaster type situations, most recently the flooding.  Bonewell said what these volunteers do is dangerous; he said they use their own equipment, fuel, and time.  Bonewell expressed his appreciation of the volunteers.

 

Commissioner Austin said he would prefer to have a written list of expenses so the commissioners would have a general idea on an amount before paying any form of reimbursement.

 

Commissioner Schieber said he would guess the volunteer’s time worth at least $100 per hour.  Wilson said he would like to have some kind of paper trail indicating how the expenses were used.

 

Bonewell said he would collect a list showing the number of hours the volunteers worked along with an estimated cost of fuel used during the recent flooding victims rescue to present at next Monday’s Commissioners meeting.

 

Motion was made by Wilson and seconded by Schieber approving ODOT Claim Forms for Project BRO-136D(170)CO SJN 25549(05), Commissioner Wilson’s, D#3, Bridge Bird Nest Project.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting the following August 2008 Monthly Reports:  Court Clerk – Blackwell, Newkirk and Ponca City offices.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#8, 9-51A, Highway D#1, BIA-H3101-76 Oakland Ave. Project-$107,099.43.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$107,099.43, D#1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

There were no unscheduled public appearances.

No action was taken on Budget for FY2008-2009, however, Kay County Clerk Tammy Reese presented the Commissioners and Officers the amended Estimated General Fund Budget FY2008-09 prepared by Dona Brown, counties budget maker.

 

New Business:  Caleb Stone, NRCS, told the commissioners what procedures they need to follow and the time frame in submitting an Emergency Disaster Report.

 

10:00 a.m. – Motion was made by Wilson and seconded by Schieber upon recommendation from Everette Van Hoesen, Kay County Sheriff, to accept bid from Joe Watt Auto Sales, Inc. in Vinita, Oklahoma, for two units a 2005 and a 2006 Ford Crown Victoria $26,500 for both vehicles with no trade and a three year warranty/36,000 mile warranty (Bid#2008-39 Purchase Used Patrol Units).  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.
