The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 15, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 12, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:  Vice-Chairman, Steve Austin;  Dee Schieber, Member; Kristin Taylor, Assistant District Attorney (ADA); Judy Barnes, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of September 8, 2008.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Jail Issues:  Undersheriff Steve Kelly reported the daily inmate count showing 114.   Kelly said they had another jailer to quit and they are back to working twelve hour shifts.  He also mentioned the State Inspector’s visit; Kelly reported all went well.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber discussed the recent flooding and said he hoped to know the extent of the damage by the end of the week.  Wilson said in his district he felt the damage would be pretty extensive.

 

Motion was made by Austin and seconded by Schieber approving going out for bid to replace two boilers for the courthouse.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Reimbursement on Election Board Secretary Salary for the month of August 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Geophysical Permits #068, #069 & #070 from Tidelands Geophysical, Plano, Texas.  Gary Goodlander, Tidelands Geophysical, said this is a 12-13 mile area southwest of Newkirk near Kay County District#2 where Tidelands will be doing seismic activities.  The largest track of work will be done on the 50 acre track where the jail will be built.  Operations are expected to begin late October or early November.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

No action was taken on Application for Financial Assistance and Affidavit of Financial Inability to Pay.

 

Motion was made by Schieber and seconded by Austin noting the following August 2008 Monthly Reports:  Public Health; Election Board; County Clerk.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#8, 9-50, Public Building Authority (PBA)-$1,408.84, September 2008 rent.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Austin approving the following Resolutions disposing of equipment:  Res#8, 9-51, District#3 disposing of 1995 Chevrolet ˝ ton Pickup – wrecked.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  PBA-$1,408.84; County Clerk Lien Fee-$1,963.65; Preservation Fee-$4,860.00; Visual Inspection Reimbursement-$2,121.57; PBA-Health-$1,764.18.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Highway-$93.60, District#2 Travel to District#1 Travel; Sheriff General-$11,000.00, Maintenance to Overtime.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Unscheduled public appearances:  Wilson thanked Ponca City News Reporter Sharon Rowen for the great “rescue article” she printed in the paper.

 

Dennis Bonewell, Emergency Management Agency (EMA), spoke about recent flooding and the several water rescues made to get people out of their homes.  Bonewell expressed appreciation to all the volunteers who helped and used their own equipment.  Bonewell said he would like to find a way to reimburse them for using their personal equipment and money.

 

Bonewell stated he would like to see the county purchase some water rescue equipment to be used by all county entities.  He said training for volunteers is available through OSU.

 

Wilson congratulated County Clerk Tammy Reese on being named President of the Oklahoma Association of County Clerks and Deputies.

No action was taken on Budget for FY2008-2009, however, Kay County Assessor Judy Barnes said the State Board of Equalization did not meet Friday as planned regarding valuations.
