Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, September 2, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 29, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Laile Wilson called the meeting to order.  Those present were as follows:  Vice-Chairman, Steve Austin;  Dee Schieber, Member; Kristin Taylor, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Judy Barnes, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of August 25, 2008.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin authorizing and approving Chairman Wilson to sign Oklahoma Juvenile Affair Claim in the amount of $2,527.77.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Steve Kelly reported the average inmate count for August 2008 as 120 and the daily inmate count showed 125; Kelly said he hoped to move 6-7 inmates out this week.

 

Kelly asked the commissioners to help pay for a proposal from Johnson Controls in the amount of $3,340.00, proposal for installation of a new dryer and auto blow down for the air compressor tank drain.

 

Motion was made by Austin and seconded by Schieber to replace the air dryer in jail.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.  (Commissioner Austin stated to pay out of the General Government account).

 

Motion was made by Schieber and seconded by Austin approving the Sheriff to go out for bid to purchase two used patrol cars.  Kelly told the commissioners they could purchase two used vehicles for the same price as one new patrol car; Kelly said units would come with a three year or 36,000 mile warranty beginning the day of purchase.  Commissioners asked if the units will have to be equipped; Kelly said they would transfer equipment from other vehicles.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Road and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned a meeting to be held in Woodward on Wednesday to meet with Senators and Representatives and encouraged the other two commissioners to attend.

 

Motion was made by Schieber and seconded by Austin to approve Rural Economic Action Plan (REAP) Grant for Ranch Drive Volunteer Fire Department for an extension on the existing building for emergency services, Dist#1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

There were no Resolutions to deposit presented.

 

Motion was made by Austin and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$331,135.59; Highway-$388,551.08; Sheriff’s Commissary-$2,802.27; Sheriff’s Training-$10.00; Sheriff’s Jail-$38,739.63; Sheriff’s Service Fee-$3,132.00; Sheriff’s Service Fee-$20,294.30.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

 

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff’s Jail Maintenance-$3,300.00 to Travel.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Unscheduled public appearances:  Kay County Treasurer Christy Kennedy reminded officers of Charlie Adams Day, September 13, 2008.
