Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 11, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 8, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Vice-Chairman Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Kristin Taylor, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor Office; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary; Chairman Laile Wilson, absent (see sign in sheet). 

 

Motion was made by Schieber and seconded by Austin approving regular meeting minutes of August 4, 2008.  Motion carried:  Schieber, aye; Austin, aye.

 

Jail Issues:  Sheriff Everette Van Hoesen reported the daily inmate count showing 116.

 

Road and Bridge Projects, Circuit Engineering District (CED) No. 8:  No discussion was made.

 

Dennis Bonewell, County Emergency Manager, said he will try and finish the job he has started as the Floodplain Administrator in regards to the floodplain violation committed by the City of Blackwell in the unincorporated area of Kay County.  Bonewell said after the Blackwell situation is resolved he would like to be removed from his duties and responsibilities as the Floodplain Administrator, but he wanted the full Board of County Commissioners present.  He referenced a Resolution stating his administrative duties to this board. 

 

No action was taken regarding removing Dennis Bonewell, Kay County Emergency Manager, from his duties and responsibilities as the Floodplain Administrator.

 

Motion was made by Schieber and seconded by Austin Tabling FY 2009 Fixed Rate Service Contract Between the Department of Corrections, Community Sentencing Division, on Behalf of the Kay/Noble County Community Sentencing System Planning Council and Kay County Board of County Commissioners; FY 2009 Fixed Rate Service Contract Between the Department of Corrections, Community Sentencing Division, on Behalf of the Kay/Noble Community Sentencing System Planning Council and Kay County Board of County Commissioners; FY 2009 Fixed Rate Service Contract Between the Department of Corrections, Community Sentencing Division, on Behalf of the Kay/Noble Community Sentencing System Planning Council and Kay County Board of County Commissioners.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Applications for Permit Line Installation on County Right-of-Ways for the City of Tonkawa: Permit#09-02, installing a water line bore under 29th Street north of US 60, located SW4 S28-T26N-R1W; Permit#09-03, installing an electric line bore under 29th Street north of US 60, located SW4-S28-T26N-R1W.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin noting July 2008 Monthly Report on the following offices:  Public Health; County Clerk.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Resolution No. 8, 9-40, Dale Volunteer Fire Department for Reap Grant Application for bunker gear.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Resolution No. 8, 9-41, Requesting Emergency and Transportation Revolving Funds, D#1.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#8, 9-37, Highway-$25,000.00, donation for road on Prospect Ave.; Res#8, 9-38, Emergency Management Agency (EMA)-$13,500.00, temporary appropriations FY2008-09; Res#8, 9-39, Public Building Authority (PBA)-$1,408.84, August 2008 rent.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  EMA-$13,511.27; County Clerk Lien Fee-$2,991.15; Preservation Fee-$4,835.00; PBA-$1,408.84; PBA-Health-$1.888.18; Drug Court-$246.63; Highway D#1-$25,000.00; Treasurer’s Mortgage Certification-$825.88.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations:  Election Board Maintenance-$2,000.00 to Part-time.  Motion carried:  Schieber, aye; Austin, aye.
