The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 4, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 1, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Wilson called the meeting to order.  Those present were as follows:  Steve Austin, Vice-Chairman; Dee Schieber, Member; Kristin Taylor, Assistant District Attorney (ADA); Rhonda Stephens, Kay County Treasurer office; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor Office; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board Secretary; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of July 28, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Application for Emergency Transportation Revolving Fund Program for $250,000.00 - STP 136 CO(164), District#1.  Schieber said he applied for match money and will borrow money from Circuit Engineering District and pay back with Bureau of Indian Affairs on the Highland Road project.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin Tabling removing Floodplain Administrator duties and responsibilities from the Kay County Emergency Manager.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving change order totaling $400.00 re: Courthouse roof project (roof access over courtroom). Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Steve Kelly reported the daily inmate count showing 114 and July monthly average of 114.  He said they needed to hire one more jailer to be fully staffed.

 

Road and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber discussed Lake Road and Highland projects.

 

Motion was made by Austin and seconded by Schieber approving July 2008 Reimbursement for Election Board Secretary Salary.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting July 2008 Monthly Report on the following offices:  Kay County Treasurer.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#8, 9-32, Highway Dist#1, $2.121.34 ACCO-Property Claim for wind damages; Res#8, 9-33, Highway Dist#3, $60.00 Clearwater Truck sale of used oil; Res#8, 9-34A, Preservation, $990.00 Kellpro, Inc, Reimbursement overpayment; Res#8, 9-35, Highway Dist#2, $3,260.00 Peckham Volunteer Fire Department, reimbursement ice machine; Res#8, 9-36, Highway Dist#1, $453,505.25, BIA Reimbursement-Oakland Avenue Road Project.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$397,961.45; Preservation-$990.00; Highway (District#2) - $3,260.00; Sheriff’s Jail-$26,630.07; Sheriff’s Service Fee-$19,085.72; Highway (District#1) - $453,505.25.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations:  Highway (District#1) Capital Outlay-$10,000.00 to Maintenance & Operations.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Unscheduled Public Appearances:  Assessor Judy Barnes commended the custodians for the excellent work they are doing at the courthouse.
