The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 21, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 18, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Wilson called the meeting to order.  Those present were as follows: Dee Schieber, Member; Kristin Taylor, Assistant District Attorney; Karen Hobbs, Kay County Assessor Office; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelly, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). Steve Austin, Vice-Chairman, absent.

 

Motion was made by Schieber and seconded by Wilson approving regular meeting minutes of July 14, 2008.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Wilson to sign approving Oklahoma Juvenile Affair Claim in the amount of $4,260.56.  Motion carried:  Schieber, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Kelly reported daily inmate count showing 109.  Kelly brought a piece of the door lock to show Commissioners where and how the inmates are damaging the locks; he also reported big window in felony pod was shattered by one of  inmates, and discussed captured inmate Darrin Muegge.

 

Road and Bridge Projects, Circuit Engineering District (CED) No. 8:  Schieber mentioned his LA Cann project would start in approximately two weeks.

 

Motion was made by Schieber and seconded by Wilson approving Contracts/Agreements with Kellpro Computers and Kay County for District#1.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving and authorizing Chairman Wilson to sign Clearwater Enterprises Amendment effective July 1, 2008, through June 30, 2009, on the Gas Sales Agreement.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Agreement between Board of Kay County Commissioners and Bureau of Indian Affairs (BIA) for a $1 million Road Project, LA Cann North Road, Dist#1.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Resolutions of Board of County Commissioners applying to the office of Christy Kennedy County Treasurer of Kay County Fiscal Year Ending June, 2009.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Report of Christy Kennedy Kay County Treasurer for Fiscal Year beginning July 1, 2007, and ending June 30, 2008.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving 2007 Tax Roll Audit Report of Christy Kennedy Kay County Treasurer dated June 30, 2008.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Requisitioning Officer/Receiving Agent/Inventory Clerk for Kay County District Court and Kay County Court Clerk.  Motion carried:  Schieber, aye; Wilson, aye.

 

 

 

Motion was made by Schieber and seconded by Wilson approving June 2008 Monthly Report on the following offices:  Court Clerk – Blackwell, Newkirk, and Ponca City Offices;

Kay County Election Board.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions for Disposing of Equipment in the Kay County OSU Extension Office:  Res#8, 9-15, Dell Computer/monitor, returned to OSU; Res#8, 9-16, Dell Computer/monitor, returned to OSU; Res#8, 9-17, Pressure Cooker, junked; Res#8, 9-18, (2) Art Medal Chairs, junked; Res#8, 9-19, (3) Chairs, junked; Res#8, 9-20, Dell Computer, returned to OSU; Res#8, 9-21, (2) 6-Drawer Desks, junked; Res#8, 9-22, Secretary Chair, junked; Res#8, 9-23, Sharp Copy Machine, traded in on new copier; Res#8, 9-24, Postage Meter Pitney Bowes, was removed upon OSU updating present one; Res#8, 9-25, CPU Monitor, returned to OSU; Res#8, 9-26, Fax Machine, junked; Res#8, 9-27, Optiplex w/monitor, returned to OSU; Res#8, 9-28, Color Printer, junked; Res#8, 9-29, Secretary Chair, junked.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to deposit:  Res#8, 9-14, Public Building Authority-$1,408.84, July 2008 rent.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Public Buildings Authority-Health-$1,962.52; Public Buildings Authority-$1,408.84.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  General Government Maintenance & Operations (M&O)-$2,924.76 to Lease Purchase.  Motion carried:  Schieber, aye; Wilson, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Schieber and seconded by Wilson accepting lowest bid on Bid#2008-38 Repairs on Metal Building, Dist#1, from Faul Construction in the amount of $27,432.00.  Motion carried:  Schieber, aye; Wilson, aye.
