Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 7, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 3, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Wilson called the meeting to order.  Those present were as follows: Steve Austin, Vice-Chairman; Dee Schieber, Member; Christy Kennedy, Kay County Treasurer; Karen Hobbs, Kay County Assessor Office; Mary Ramey, Kay County Court Clerk; Steve Kelly, Kay County Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp and Ryan Sproul, OSU Extension Office; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of June30, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving special meeting minutes of July 1, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Kelly reported the daily and monthly inmate count showing 115.  Kelly said more circuit boards blew out over the weekend.

 

Road and Bridge Projects, Circuit Engineering District (CED) No. 8:  All three commissioners talked about upcoming road projects and current work that is taking place.

 

Motion was made by Austin and seconded by Schieber approving Detention Services Agreement by and between Oklahoma Juvenile Justice Services, Inc. and the Board of Kay County Commissioners ($23.26 per day per child).  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting June 2008 Monthly Report on the following offices:  Treasurer’s.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber accepting Commissioners Real Estate Bid on Lot 5 Block 10 Hartman-Ponca City PC-Hartman Addition Lot 5/6 Block 10 Lots 5-6, 510 N. 3rd, Ponca City, by Donald Edwardson in the amount of $50.00.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin noting appointment of Tim Shelton, First Deputy, District #1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin Tabling Contracts/Agreements with Kellpro Computers and Kay County.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Requisitioning Officer/Receiving Agent/Inventory Clerk on the following various accounts for FY 2008-2009:  District#1; District#2; County Clerk; Purchasing; Data Processing; Lien Fee; Preservation; Abuse Prevention; County Improvement; Commissioners; CSSP; Charity; Emergency Management; Justice Facilities; Audit Expense.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to deposit:  Res#8, 9-9, Child Abuse Prevention-$35.02, jury service donation; Res#8, 9-10, Highway Dist#3-$8.25, uniform size change 11 pair pant @ .75 each.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Drug Court-$22,554.06; Preservation-$5,680.00; County Clerk Lien Fee-$2,657.08; Child Abuse Prevention-$35.02.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Transfer of Appropriations - approved in Commissioners meeting held on June 30, 2008 (left on agenda by mistake).

 

No unscheduled public appearances were made.
