Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 5, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 2, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Wilson called the meeting to order.  Those present were as follows: Steve Austin, Vice-Chairman; Dee Schieber, Member; Mark Gibson, District Attorney; Mary Ramey, Kay County Court Clerk; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Kellum, Kay County Election Board; Larry Klumpp, OSU Extension; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of April 28, 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 113.  Van Hoesen said inmates destroyed six doors in the county pod and took cement blocks out of the felony pod, but noted blocks have been replaced.

 

Motion was made by Austin and seconded by Schieber approving a cost of around $4000.00 to repair smoke detectors and valves on fire alarm system in jail and paying for the repairs out of county general funds.  Undersheriff Kelly wanted it noted that these repairs would not fix the fire alarm panel problems.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving a Proclamation whereas Oklahoma Home and Community Education provides a program of continuing education in all aspects of the home and community life.  This Proclamation declares Oklahoma Home and Community Education week in Kay County.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Road and Bridge Projects, CED#8:  Schieber spoke briefly about an upcoming three million dollar project from BIA.

 

Motion was made by Schieber and seconded by Austin approving signing Title pages on “S” Street from Highland to Hubbard, D#1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving signing Title pages on LA Cann from Kildare Road to River Road, D#1.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber Tabling going out for bid for the Kay County Health Department on the following:  Janitorial Services FY 2007-2008/Blackwell & Ponca City Health Department; Medical Supplies 2007-2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving going out for bid on six month bids for commonly used items.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving 2008 April Monthly Reports:  Treasurer.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#7, 8-210, Sheriff’s Department, OnBoard Video Camera DV10-116826, returned to factory quit working.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Res#7, 8-212, Court Clerk, Three hard drives, junked.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving Resolution Number 7, 8-212 whereas the State Election Board will reimburse the cost of cell phones, headsets, and telephone service charges up to a maximum of $1,650.00 for Kay County.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving Chairman Wilson to sign reimbursement for Election Board Secretary April 2008 salary.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to deposit:  Res#7, 8-211, CSSP-$179.50, Community Service January 2008.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Sheriff’s Jail-$40,302.51; Sheriff’s Commissary-$1,433.68; Sheriff’s Jail-$260.58; Sheriff’s Service Fee-$15,618.10; CSSP-$179.50; Highway-$458,358.10; Treasurer’s Mortgage Certification-$880.00.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations:  General Government FEMA Maintenance-$53,541.53/Federal Projects-$800.00 Total-$54,341.53 to Maintenance & Operations (M&0); Emergency Management Agency M&0-$416.41/Safe Room Rebates-$625.00/Capital Outlay-$2,709.99 Total-$3,751.40 to Personal Service; Election Board Maintenance-$900.00 to Part-time.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.

Motion was made by Austin and seconded by Schieber to Table Bid#2008-19 Ford Super Duty Chassis Truck Bed for the Peckham Fire Department (corrected from Agenda that read for District No. 2).  Bids were opened as follows:  Crow Construction-No Bid; Unruh Fire-$33,750.00; Blanchard-$31,156.00; Chief Fire and Safety-$25,559.00.  Bids were being distributed to Peckham Fire Department for review.  Motion carried:  Schieber, aye; Austin, aye; Wilson, aye.
