The Board of County Commissioners of Kay County,
Oklahoma, met in regular session at
Chairman Wilson called the meeting to
order. Those present were as follows: Peggy
Ennis, Vice-Chairman; Dee Schieber, Member; Judy Barnes, Kay County Assessor; Christy
Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van
Hoesen, Kay County Sheriff; Kay County Assistant District Attorney (ADA) Will
Clark; Bruce Robinson and Darrel Grossardt, Justice Facilities Authority (JFA);
Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal;
Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see
sign in sheet).
Motion was made by Ennis and seconded by Schieber
approving regular meeting minutes of
Chairman Wilson directed a question
concerning roll call votes to ADA Clark.
Motion was made by Schieber and seconded by
Ennis approving updating County Hazard Mitigation Plan, NODA and authorizing
Chairman Wilson to sign. Brandy Fossett,
Representative from NODA Counsel of Government presented the plan to the
board. Foster said this project is to
update and expand the Hazard Mitigation Plan to a multi-jurisdictional
county-wide plan plus Flood Management Assistance. Motion carried: Schieber, aye; Ennis, aye;
Jail Issues: Undersheriff Steve Kelly reported the daily
inmate count showing 112; the average inmate count for the month of January
2008 was 108. Kelly mentioned Tulsa Time
should be coming Tuesday or Wednesday to repair smoke alarm.
Schieber questioned Sheriff Van Hoesen
about cell doors; Van Hoesen said three cell doors are still not working
(Schieber said not to pay until all doors are fixed).
Bruce Robinson, Chairman of the JFA, spoke
about progress that has been made and people that have been hired since the
board was formed about a year ago. The
main topic discussed was building a new jail facility; the size and location
for the facility was also discussed.
Robinson explained in detail how the JFA arrived at that decision. Robinson said out of the 77 counties in the
state
Robinson thanked and commended the
commissioners for taking an active part in fixing the jail.
No report was made on Road and Bridge
Projects, Circuit Engineering District No. 8.
Motion was made by Ennis and seconded by
Schieber to retain Lewis Associates Architect to put out bid specifications and
to inspect the construction work on the courthouse roof project. Motion carried: Schieber, aye; Ennis, aye;

Appropriation: Highway-$260,466.38. Motion carried: Schieber, aye; Ennis, aye;

Travel; General Government Maintenance & Operation-$6,296.88 to Election
Board Maintenance & Operation.
