Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 7, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 4, 2008, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Member Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Member; Peggy Ennis, Vice-Chairman; Judy Barnes, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Kay County First Assistant District Attorney (ADA) Will Clark; Scott Cloud, Charles Abbott, Blackwell Journal Tribune; Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   Chairman Laile Wilson, absent.

 

Motion was made by Ennis and seconded by Schieber approving regular meeting minutes of December 31, 2007.  Motion carried:  Schieber, aye; Ennis, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 101.  

 

Motion was made by Ennis and seconded by Schieber Tabling action to elect Trustees for the Justice Facility Authority on two different positions:  Position No. 4 previously held by Gene Smith; Position No. 5 currently held by Wes Young.  Motion carried:  Schieber, aye; Ennis, aye.

 

Road and Bridge Projects, Circuit Engineering District (CED) #8:  Schieber reported he would be attending a meeting Wednesday, January 9, 2008 and a state wide meeting on Wednesday, January 16, 2008.

 

Schieber mentioned he was named President of CED District No. 8 covering fourteen counties in northwest and north central Oklahoma.

 

Schieber said the Hubbard and Waverly Road STP Project will be the first fully funded project in Dist#8.

 

Schieber explained the funds are federal and funded through the state.  He said $85 million yearly will be divided between the county commissioners state wide for road and bridge projects.

 

Schieber said Kay County would receive five percent the first year, 10 percent the second year and 15 percent the third year.

 

Schieber said Commissioner Wilson, District No. 3 will have a bridge project coming in four years and District No. 2’s project would be Peckham Road from Newkirk to Sumpter

 

Motion was made by Ennis and seconded by Schieber Tabling where ODOT is corresponding with reference to the Emergency Relief (ER) Projects that have been identified in your county.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber authorizing Chairman to sign Agreements between the Board of County Commissioners and ‘Subscribers’ listed below allowing remote terminal capabilities with the Assessor’s Office:  Bivin & Associates, Inc.; Roy E. Rogers, Rogers Telephone Service; Jeanne Rowe, Rowe Real Estate; Homer Nicholson, Nicholson Auction & Real Estate; Cherish Wentroth, Simplified Insurance; Larry Weems, State Farm Insurance; Tommy Chesnutt, Chesnutt Realtors; Stacey Lobaugh, Lobaugh Real Estate; Mike McCann Appraisals.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving Reimbursement for Election Board Salary for the month of December 2007.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber Tabling action on updates to Courthouse Roof Project.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving the following Requests for Supplemental Appropriations:  Sheriff’s General - $16,429.00; County General - $77,571.00.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving the following December 2007 Monthly Reports:  Treasurer; Election Board; County Clerk.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving, upon approval by ADA Will Clark, Lease Purchase Agreements with Northern Equipment on Bid#2007-48, Track hoes purchased by District#2 and #3.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving FEMA Project Worksheets regarding the recent severe storms, tornadoes and flooding:  FEMA-1712-DR-OK, PW#348, $12,588.27, Dist#2.  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving ODOT Form 324A Claims for the following projects:  STP-136D (117) CO SJN 22953(04); STP-136C (164) CO SJN 25107(04).  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving the following Resolutions to deposit:  Res#7, 8-143, Highway D#1-$143,890.21, Highland Avenue Project H3101-75; Res#7, 8-145, Highway D#2-$12,588.27, FEMA-1712-DR-OK, PW#348 Ver.0 (Flooding Damages).  Motion carried:  Schieber, aye; Ennis, aye.

 

Motion was made by Ennis and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Preservation Fee-$4,155.00; County Clerk Lien Fee-$2,060.70; Highway-$143,890.21; Highway-$260,413.67; Highway-$12,588.27; Treasurer’s Mortgage Certification-$805.00.  Motion carried:  Schieber, aye; Ennis, aye.

 

Citizen Daryl Johns asked Commission Schieber for more details and explanation on the CED funding projects.

 

Motion was made by Ennis and seconded by Schieber accepting bids from the following on Bid#2008-8 Road Rock:  Bellco Materials, Inc., Evans & Associates; Grant County District No. 3; Quapaw Co.; 7 Mile Mine, LLC; and Wittwer Construction.  Motion carried:  Schieber, aye; Ennis, aye.
