The Board of County Commissioners of Kay County,
Oklahoma, met in regular session at
Member Schieber called the meeting to
order. Those present were as follows: Dee
Schieber, Member; Peggy Ennis, Vice-Chairman; Judy Barnes, Kay County Assessor;
Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Kay
County First Assistant District Attorney (ADA) Will Clark; Scott Cloud, Charles
Abbott, Blackwell Journal Tribune; Newkirk Herald Journal; Sharon Rowen, Ponca
City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). Chairman Laile
Motion was made by Ennis and seconded by Schieber
approving regular meeting minutes of
Jail Issues: Sheriff Van Hoesen reported the daily inmate
count showing 101.
Motion was made by Ennis and seconded by
Schieber Tabling action to elect Trustees for the Justice Facility Authority on
two different positions: Position No. 4
previously held by Gene Smith; Position No. 5 currently held by Wes Young. Motion carried: Schieber, aye; Ennis, aye.
Road and Bridge Projects, Circuit
Engineering District (CED) #8: Schieber
reported he would be attending a meeting
Schieber mentioned he was named President
of CED District No. 8 covering fourteen counties in northwest and north central
Schieber said the Hubbard and Waverly Road
STP Project will be the first fully funded project in Dist#8.
Schieber explained the funds are federal
and funded through the state. He said $85
million yearly will be divided between the county commissioners state wide for
road and bridge projects.

Schieber said Commissioner Wilson, District
No. 3 will have a bridge project coming in four years and District No. 2’s
project would be Peckham Road from Newkirk to Sumpter

Schieber Tabling where ODOT is corresponding with reference to the Emergency
Relief (ER) Projects that have been identified in your county. Motion carried: Schieber, aye; Ennis, aye.

Schieber authorizing Chairman to sign Agreements between the Board of County
Commissioners and ‘Subscribers’ listed below allowing remote terminal capabilities
with the Assessor’s Office: Bivin &
Associates, Inc.; Roy E. Rogers, Rogers Telephone Service; Jeanne Rowe, Rowe
Real Estate; Homer Nicholson, Nicholson Auction & Real Estate; Cherish
Wentroth, Simplified Insurance; Larry Weems, State Farm Insurance; Tommy
Chesnutt, Chesnutt Realtors; Stacey Lobaugh, Lobaugh Real Estate; Mike McCann
